you drop back 10% from where the first peak came off and dial in 50% acetonitrile (AN)/water. You let the column equilibrate for 10min and shoot the next sample. You get three well-resolved peaks, the last of which tails badly (Fig. 12.3b).There is no indication of a shoulder indicating an unresolved peak. Either one compound is very nonpolar or it is co-eluting with one of the other compounds. You need to make an alpha change. 

MeOH/water with 1 % acetic acid to draw them together and bring them off faster. 

Note 1 Acids are easier to deal with in scouting than amines, so you lower the pH first with 1 % acetic acid. 

Note 2 Amine anions are more likely to be found in pharmaceutical compounds than acids. If acetic acid had not worked, you would add nonyl amine 

The next step is to identify each peak. You dilute and inject each compound separately and compare retention times to identify the standard mixture run. The elution order is B, A, C, and D. The last thing you need to find is an internal standard with a retention time just longer than compound D. You find compound IS, make a 1-g/L solution. You will add 1 mL to each standard mixture before dilution. You run a standard run with IS and calibrate each peak relative to the peak height of IS (Fig. 12.3e). 

Once OSHA has developed plans to propose, amend, or delete a standard, it publishes its intentions in the Federal Register as a notice of proposed rulemaking, or often as an earlier advance notice of proposed rulemaking (U.S. DOT, 1991). The advance notice is to solicit information for use in drafting a proposal. A notice of proposed rulemaking will include the terms of the new rule and provide a specific time (at least 30 days from the date of publication, usually 60 days or more) for the public to respond. 

Interested parties who submit written arguments and pertinent evidence may request a public hearing on the proposal when none has 

After the close of the comment period and public hearing, if one is heard, OSHA must publish in the Federal Register the full, final text of any standard amended or adopted and the date it becomes effective, along with an explanation of the standard and the reasons for implementing it. OSHA may also publish a determination that no standard or amendment needs to be issued.

The Pharmacopoeial Forum fulfills a vital role in promoting industry-wide communication between those involved with quality assurance, the development of standards and analytical methods. Care must be taken to ensure that the criteria or methods used closely match the site-specific conditions under study. Failure to do so may result in early elimination of at-risk buildings from the analysis pool. Further, when standard criteria are being applied, care must be taken to ensure that the objective of the standard matches the intent of the study. A standard developed for equipment protection or loss prevention may not be appropriate for personnel protection.

Establish by a consensus of the national codes and standards development organizations such as the CDO or SDO that will have the lead in the development of codes and standards for establishing safety requirements for specific components, subsystems, and systems (as shown in the templates) and the organizations that will work collaboratively with (or in support of) the lead organization. 

Minimize duplication of efforts in the codes and standards development. 

Identify codes and standards development needs and gaps and identify the organizations that should have responsibility for addressing the gaps. 

Three key issues for codes and standards include better synchronization of codes and standards development with RD D, performance- versus design-based (or prescriptive) standards, and coordinating national codes and standards development with international standards development. For all the three issues, the critical need is to establish a scientific foundation for requirements incorporated in codes and standards. If the science underlying these requirements can be established, harmonization of requirements and consensus among international experts can be more readily achieved, and the DOE can focus on the critical RD D needs as identified in the Roadmap to facilitate harmonization and consensus.
