Shipment of hydrazine solutions is regulated in the United States by the Department of Transportation (DOT) which classifies all aqueous solutions between 64.4 and 37% N2H4 as "Corrosive" materials with a subsidiary risk of "Poison". Hydrazine has been identified by both the Environmental Protection Agency and the DOT as a hazardous material and has been assigned a reportable quantity (RQ) of 0.450 kg (1 lb) if spilled. Dmms for the shipment of these solutions must bear both the DOT specification "Corrosive" and "Poison" labels in association with the markings "RQ Hydrazine Aqueous Solution UN 2030." Aqueous solutions of 37% concentration or less are a hazard Class 6.1, UN 3293, Packing Group III and require "Keep Away From Food" placards and labels. 

AH Department of Transportation (DOT), Environmental Protection Agency (EPA), and Occupational Safety and Health Act (OSHA) rules and regulations should be reviewed prior to handling hydrochloric acid and all the regulations must be followed. AH employees handling HCl must be trained to ensure that they are familiar with the appropriate materials safety data sheets and appHcable regulations. 

Concentrations over 8 wt % are classified as corrosive Hquids by the Department of Transportation (DOT). The Bureau of Explosives regulation (132) classifies all solutions containing 20 wt % and greater as oxidizers and corrosives. The product containers must have identifying labels (dmms) or placards (tank cars, tank trailers) indicating that the contents are an oxidizer and corrosive material, UN 2014 or UN 2015. Bills of lading must also be so identified. Tank cars and tank trailers are constmcted from high purity aluminum or 300 series stainless steel.

Finish removers are appHed by bmshing, spraying, troweling, flowing, or soaking. Removal is by water rinse, wipe and let dry, or solvent rinse. Removers may be neutral, basic, or acidic. The viscosity can vary from water thin, to a thick spray-on, to a paste trowel-on remover. The hazard classification, such as flammable or corrosive, is assigned by the U.S. Department of Transportation (DOT) for the hazardous materials contained in the remover. 

Transportation of Chemicals. Feed materials and finished products are frequendy transported by tank tmck and railroad tank cars. Design, constmction, and movement of these vehicles is regulated by the U.S. Department of Transportation (DOT) (97). The DOT regulations require placarding of material-transport vehicles to alert the pubHc and emergency personnel to the nature of their contents. 

Alkylamines and diamines are generally classified as corrosive to the skin based on results from laboratory animal (rabbit) studies performed in accordance with the Department of Transportation (DOT) test method (84) rabbits are considered to be especially sensitive to alkylamines which even at low concentrations can induce skin redness and swelling. Oleylamine has been shown to induce mild to moderate skin irritation in laboratory rats when appHed at a concentration of 0.3% in mineral oil (Chemical Manufacturer s Association, 1985). Fatty amines which contain alkyl chains of 10—14 carbons are considered more irritating than related products which contain alkyl chains of 14—18 carbon atoms. Ethoxylation generally decreases the irritation potential of alkylamines.

Shipment Methods and Packaging. Pyridine (1) and pyridine compounds can be shipped in bulk containers such as tank cars, rail cars, and super-sacks, or in smaller containers like fiber or steel dmms. The appropriate U.S. Department of Transportation (DOT) requirements for labeling are given in Table 4. Certain temperature-sensitive pyridines, such as 2-vinylpyridine (23) and 4-vinylpyridine are shipped cold (<—10°C) to inhibit polymerisation. Piperidine (18) and certain piperidine salts are regulated within the United States by the Dmg Enforcement Agency (DEA) (77). Pyridines subject to facile oxidation, like those containing aldehyde and carbinol functionaUty, can be shipped under an inert atmosphere. 

Transportation and Disposal. Only highly alkaline forms of soluble sihcates are regulated by the U.S. Department of Transportation (DOT) as hazardous materials for transportation. When discarded, these ate classified as hazardous waste under the Resource Conservation and Recovery Act (RCRA). Typical members of this class are sodium sihcate solutions having sihca-to-alkah ratios of less than 1.6 and sodium sihcate powders with ratios of less than 1.0. In the recommended treatment and disposal method, the soluble sihcates are neutralized with aqueous acid (6 Af or equivalent), and the resulting sihca gel is disposed of according to local, state, and federal regulations. The neutral hquid, a salt solution, can be flushed iato sewer systems (86). 

Many silver compounds are unstable to light, and are thus shipped ia brown glass or opaque plastic bottles. Silver compounds that are oxidants, eg, silver nitrate and iodate, must be so identified according to U.S. Department of Transportation (DOT) regulations. Compounds such as silver cyanide, which is toxic owiag to its cyanide content, must carry a poison label. However, most silver compounds are essentially nontoxic. 

Chloroformates are shipped in nonretumable 208-L (55-gal) polyethylene dmms with carbon steel overpacks or high density polyethylene dmms. Eor bulk shipments, insulated stainless-steel tank containers and tmcks provide secure protection. Tank tmck and rail car quantities are shipped using equipment dedicated for these types of products. Materials such as isopropyl chloroformate, benzyl chloroformate, and j -butyl chloroformate that require refrigeration are precooled when shipped in bulk containers. Bulk shipments that are precooled must proceed to the destination without layover. Dmm shipments of IPCE, BCE, and SBCE must be shipped in refrigerated containers. Many of the chloroformates are only shipped in tmck load shipments. The U.S. Department of Transportation (DOT) Hazardous Materials Regulations control the shipments of chloroformates, as described in Table 3.

Petroleum pipe hues before 1969 were built to ASA (now ANSI) Standard B31.4 for liquids and Standard B31.8 for gas. These standards were seldom mandatoiy because few states adopted them. The U.S. Department of Transportation (DOT), which now has responsi-bihty for pipe-line regulation, issued Title 49, Part 192—Transportation of Natural Gas and Other Gas by Pipeline Minimum Safety Standards, and Part 195—Transportation of Liquids by Pipehne. These contain considerable material from B31.4 and B31.8. They allow generally higher stresses than the ASME Pressure Vessel Code would allow for steels of comparable strength. The enforcement of their regulations is presently left to the states and is therefore somewhat uncertain.

CAS Number - Chemical Abstracts Service Registry Number A CAS (Chemical Abstracts Service) Registry Number is a unique identifier that tells you, for example, that aeetone and dimethyl ketone are actually the same substance. The Chemical Abstracts Service is a division of the American Chemical Society. OSHA only requires certain items on an MSDS and a CAS number is not one of them. However, authors of MSDS s are allowed to add additional information, such as the CAS number, if they desire. The numbers you see on trucks on the highway are not CAS Numbers, butU.S. Department of Transportation (DOT) codes, which are not necessarily specific to each chemical. Their aim is to assist emergency responders. 

Chemical information is compiled in this volume in accordance with an alphabetical listing based on the most commonly used chemical name. The most common chemical name designation is based either on (1) that designation specified in the Code of Federal Regulations (CFR), Titles 46 and 49, or (2) a common name for those chemicals known to be hazardous during shipment.
