Product labels include details of the hazards associated with the substances contained in the product and any precautions recommended. They may also bear one or more of the CHIP hazard classification symbols. Product safety data sheets are another very useful source of information for hazard identification and associated advice. Manufacturers of hazardous substances are obliged to supply such sheets to users giving details of the name, chemical composition and properties of the substance. Information on the nature of the hazards and any relevant standards (WEL) should also be given. The sheets contain useful additional information on first aid and fire fighting measures and...

This chapter has already hinted strongly at the need for information. If people are to work safely then, obviously, they need to know not just what hazards are present, but how to avoid them. For this, there has to be a body of knowledge which can be disseminated effectively. One source of information has already been described product safety data sheets. For all their faults, they are usually the basis of any data bank on chemical hazards. A practical problem is that few suppliers use the same format. It may, therefore, be helpful for laboratory or workshop managers to prepare internal data sheets, in a common format, for local use. Just as with the suppliers data sheets, these should concentrate on fact and avoid opinion. If, though, some chemicals are thought to be particularly dangerous, then the opportunity to highlight them should be taken.

In general, the acute toxicity of halogenated flame retardants is quite low. Tables 11—14 contain acute toxicity information from various manufacturers material safety data sheets (MSDS) for some of the flame retardants and intermediates Hsted in the previous tables. The latest MSDS should always be requested from the suppHer in order to be assured of having up-to-date information about the toxicity of the products as well as recommendations regarding safe handling.

The latest government regulations set forth under the Toxic Substances Control Act and in PubHc Health Service pubHcations should be checked before formulating new lubricants. Users of lubricants should request Material Safety Data Sheets for each substance involved plus certification of compliance from vendors. Lubricant compounders should insist on similar information from their suppHers for any additive packages. Manufacturers of both additives and lubricants commonly make toxicity checks on commercial products. 

Inhalation of certain fine dusts may constitute a health hazard. Eor example, exposure to siUca, asbestos, and beryllium oxide dusts over a period of time results ki the potential risk of lung disease. OSHA regulations specify the allowable levels of exposure to kigestible and respkable materials. Material Safety Data Sheets, OSHA form 20, available from manufacturers, provide information about hazards, precautions, and storage pertinent to specific refractory products. 

Natural resins such as dammar and Manila copal have been described in U.S. FDA Regulations (3). The Material Safety Data Sheets for these products issued by the importer describe them as nontoxic and nonaUergenic.

Health and Safety Factors. The Material Safety Data Sheets provided by the suppUers should be consulted for each product. In general, products are aqueous emulsions with low levels of toxicity. Products with high solvent content have mostly been eliminated. Personnel handling the chemicals should always avoid contact of the products with skin and eyes, and avoid exposure to vapors if the product contains volatile components. 

Additional information on health and safety aspects should be sought by consulting material safety data sheets available from suppHers of the chemical in question. In addition, most suppHers of bleaching chemicals, upon request, provide on-site training sessions by experts on the safe use and handling of their products. 

Neoprene Type TW was shown to have low oral toxicity in rats. The LD q was found to be in excess of 20,000 mg/kg. Human patch tests with Types GN, W, WRT, and WHV showed no skin reactions (169). The FDA status of Du Pont Neoprene polymers is described (172). Although polychloroprene itself has not been shown to have potential health problems, it should be understood that many mbber chemicals that may be used with CR can be dangerous if not handled properly. This is particularly tme of ethylenethiourea curatives and, perhaps, secondary amine precursors often contained in sulfur modified polychloroprene types. Material safety data sheets should be consulted for specific information on products to be handled. 

Reactive Chemicals Exposure. The ha2ards associated with exposure to reactive chemicals vary with the chemicals produced. The multitude of chemicals produced electrochemically precludes a detailed discussion of these ha2ards. Material Safety Data Sheets (MSDS) are available from suppHers. Anyone contemplating the production of a chemical must become thoroughly familiar with all safety, health, and environmental aspects of such production.

Is there a copy at the facility of all Material Safety Data Sheets for ABC Co. raw materials and products used at the facility ... 

Implied is the availability of Material Safety Data Sheets (MSDS) for all products handled by the toller. The assessor should question the distribution system of product information. 

Obtain all available information about the material. If it is a surplus or off-specification product, obtain an analysis or a Material Safety Data Sheet. If it is a waste, check for previous analyses, and if none exists, obtain one. (Even if a previous analysis exists, consider running a few screening-type field analyses for confirmation of important properties such as pH, redox potential, or other oxidizer test such as cyanide, sulfide, and flashpoint.)... 

The reader can find an almost endless supply of chemical and physical properties for hundreds of thousands of chemicals and tradename products on the Web. The easiest access to general information resources that contain health risk and some air transport properties are those sites which contain Material Safety Data Sheets (MSDSs). The following are a list of but a few sites worth exploring for chemical-specific information ... 

Supplier Notification. In 1989 and subsequent years, suppliers of facilities in SIC codes 20-39 are required to develop and distribute a notice if the mixtures or trade name products that they manufacture or process, and subsequently distribute, contain listed toxic chemicals. These notices are distributed to other companies in SIC codes 20-39 or to companies that sell the product to facilities in SIC codes 20-39. tf a Material Safety Data Sheet (MSDS) is not required for the mixture or trade name product, the notification must be in written form (i.e., letter or attachment to a MSDS). Otherwise, the notice must be incorporated into or attached to the MSDS for that product. The supplier notification requirement began with the first shipment of a product in 1989 and must accompany the first shipment each year thereafter. In addition, a new or revised notice must be sent if a change occurs in the product which affects the weight percent of a listed chemical or if it is discovered that a previous notice did not property identify the chemicals or the percentage by weight. For more information on supplier notification, see Appendix E. 

The required notification must be provided at ieast annually In writing. Acceptable forms of notice are, for example, a letter, product labeling, and product literature distributed to customers. If you are required to prepare and distribute a Material Safety Data Sheet (MSDS) for the mixture under the Occupational Safety and Health Act (OSHA) Hazard Communication Standard, your section 313 notification may be attached to the MSDS or the MSDS may be modified to include the required information. (A sample letter and recommended text for inclusion in an MSDS appear on pages E-4 and E-5 of this appendix.)... 

Any product which you keep a material safety data sheet (MSDS) for, in accordance with the OSHA Hazard Communication Standard, must be reported, if it was present at your facility in the preceding year, at 10.000 pounds or more at any on time. 

To determine if you have manufactured, processed, used or stored any of the materials on the lists of covered substances, you should review material safety data sheets and labels for the products that you have. If you do not have data sheets or labels for any of your products, you should contact the manufacturer or supplier to get that information. 

MSDS Material Safety Data Sheet - a document that provides pertinent information and a profile of a particular hazardous substance or mixture. An MSDS is normally developed by the manufacturer or formulator of the hazardous substance or mixture. The MSDS is required to be made available to employees and operators whenever there is the likelihood of the hazardous substance or mixture being introduced into the workplace. Some manufacturers prepare MSDS for products that are not considered to be hazardous to show that the product or substance is not hazardous. 

Industrial hygiene/toxicology people need to develop acute and chronic toxicology information on all the materials used and produced in the process. This information should also include the potential products of abnormal reactions. The industrial hygiene member of the team should be prepared to explain the toxicology information on the material safety data sheet (MSDS) to the review team.
