Hazard Communications Standard

OSHA s Hazard Communication Standard (HCS) is designed to ensure that information about chemical hazards and the ways that end users can work safely with the chemical is provided to downstream users. 

This handbook will help you learn about the Standard, and how you can learn to be safe when working with chemical hazards in the workplace. 

Similar environmental efforts have occmred in other countries as they have made the environment and human health a priority. Many coxmtries around the world have developed policies, laws, and regulations in an effort to improve and maintain a cleaner environment and hxunan health while providing for a sustainable future. This section provides a view of such efforts. 

In Canada, Environment Canada, which was created in 1971, is the organization responsible for environmental regulation and protection. Environment Canada is divided into five Regional Offices Ontario, Atlantic, Prairie and Northern Region, Quebec, and Pacific and Yukon. Its environmental services are administered through the Canadian Environment Protection Act (CEPA) which includes the Air Quality Act, the Canadian Water Act, the Ocean Dumping Act, the Enviromnent Contaminant Act, and the Department of the Environment Act. CEPA was recently amended (September 1999), placing more emphasis on pollution prevention and toxic substances. It also provides an increased enforcement authority and resources to carry out necessary research and development activities. 

In 1978, Canada signed the Great Lakes Water QuaUty Agreement with the U.S. which identified specific objectives for minimiun levels of water quality for more than 35 substances and compounds. Although this is an international agreement, it has certainly impacted and, to some extent, shaped Canada s domestic environmental laws.

The hazards associated with handling pigments is contained ia the MSDS mandated by an OSHA Hazards Communication Standard (28) which also requires labeling and employee information and training.

The flash point of PPS, as measured by ASTM D1929, is greater than 500°C. Combustion products of PPS include carbon, sulfur oxides, and carbonyl sulfide. Specific hazards are defined by the OSHA Hazard Communication Standard (158). Based on information in 1995, PPS does not meet any of the hazard definitions of this standard. 

The toller needs to be familiar with all raw materials, intermediate materials, products and wastes, used, produced or generated, respectively, while operating the process. Tollers in the U.S. should comply with the Federal OSHA Hazard Communication Standard, codified as 29 CFR. 1910.1200 and any similar state right-to-know laws that are currently in force or may be enacted during the term of the contract. This is often stated in the contract. The contract may require the toller to inform its employees of the chemical hazards associated with products or chemicals and may also be responsible for training its employees in the proper handling methods. The toller has an obligation when in doubt about a product or chemical, to seek further information from the product s manufacturer.

The required notification must be provided at ieast annually In writing. Acceptable forms of notice are, for example, a letter, product labeling, and product literature distributed to customers. If you are required to prepare and distribute a Material Safety Data Sheet (MSDS) for the mixture under the Occupational Safety and Health Act (OSHA) Hazard Communication Standard, your section 313 notification may be attached to the MSDS or the MSDS may be modified to include the required information. (A sample letter and recommended text for inclusion in an MSDS appear on pages E-4 and E-5 of this appendix.)... 

Any product which you keep a material safety data sheet (MSDS) for, in accordance with the OSHA Hazard Communication Standard, must be reported, if it was present at your facility in the preceding year, at 10.000 pounds or more at any on time. 

All employees, working with highly hazardous chemicals must understand the safety and health hazards (29CFR1910.1200 - the Hazard Communication Standard) by knowing the properties of the chemicals with which they work, safe operating procedures, work practices, and emergency action.

The program requires employers to craft a written luizard communication program, keep material safety data sheets (MSDSs) for all haztirdous chemicals at the workplace and provide employees with training on tliose hazardous chemicals, and assure tliat proper warning labels are in place.

Employers must ensure that their workers know the potential hazards of the chemicals they work with, how to protect themselves against those hazards (e.g., safe practices, personal protection equipment, etc.), and what to do in case of an emergency. Accordingly, OSHA has established basic communication requirements under the Hazard Communication Standard to inform workers about chemicals in use in the workplace. The mission of the OSHA is to save lives, prevent injuries, and protect the health of employees in the workplace.25 OSHA accomplishes these goals through several regulatory requirements including the hazard communication standard (HCS) and the Hazardous Waste Operations and Emergency Response Worker Protection Standard (HAZWOPER).

Material Safety Data Sheets (MSDS) An MSDS contains descriptive information on hazardous chemicals under OSHA s Hazard Communication Standard. There are OSHA standards designed to protect employees from acute chemical hazards resulting lfom reactive incidents-including fires, explosions, and toxic releases. The Hazard Communication Standard (29 CFR 1910.1200) requires chemical manufacturers to evaluate chemicals produced or handled in their workplace and to communicate the hazards associated with the products they produce via labels and MSDSs. The standard also requires all employers to provide information to employees about the hazardous chemicals to which they could be exposed. The PSM Standard (29 CFR 1910.119) requires employers to prevent or minimize the consequences of catastrophic releases of highly hazardous chemicals, including highly reactive chemicals. 

The objective of the OSHA Hazard Communication Standard is to inform workers of potentially dangerous substances in the workplace and to train them on how to protect themselves against potential dangers.
