Exploration and production

Oil and natural gas exploration and production are the first step in providing aviation fuel, gasoline for motorized vehicles, lights and heat for homes, and raw materials for industry to support the production of the myriad materials that make up our modern society. This includes plastics, fertilizers, medicines, and synthetic rubber. Our modern computer and information age would not exist without these products. [Pg.420]

Our present educational systems do not eloquently describe the importance of exploration and production, which include both offshore and onshore drilling. Currently, approximately 25% of U.S. oil and natural gas production comes from offshore drilling rigs and facilities. Alaska is responsible for 18% of the U.S. oil and gas market. It has been estimated that more than 4,000 offshore production facilities exist on the outer continental shelf (OCS). These exploration wells can be drilled to depths of around 10,000 feet. Most production systems are designed to operate at depths of 6,000 feet. Oil and gas product pipeline networks extend well off the continental slope. The Hydrocarbon Processing Industry (HPI), has traditionally been reluctant to invest capital where an immediate direct return on the investment to the company is not obvious, as would any business enterprise. Additionally financial fire losses in the petroleum and related industries were relatively small up to about the 1950 s. This was due to the small size of facilities and the relatively low value of oil and gas to the volume of production. Until 1950, a fire or explosion loss of more than 5 million U. S. Dollars had not occurred in the refining industry in the USA. Also in this period, the capital intensive offshore oil exploration and production industry were only just beginning. The use of gas was also limited early in the century. Consequentially its value was also very low. Typically production gas was immediately flared or the well was capped and considered as an uneconomical reservoir. Since gas development was limited, large vapor explosions were relatively rare and catastrophic destruction from petroleum incidents was essentially unheard of. The outlays for petroleum industry safety features were traditionally the absolute minimum required by governmental regulations. The development of loss prevention philosophies and practices were therefore not effectively developed within the industry. [Pg.3]

Floating exploration and production facilities are sometimes provided on jackup rigs, semi-submersible vessels or ex-crude oil shipping tankers converted to production treatment vessels. These facilities are essentially the same as fixed offshore platform or installations except they are moored in place or provided with a temporary support structure instead of provided with fixed supports to the seabed. The major process fire and explosion risks are identical to the risks produced on offshore platforms. They have one addition major facility risk, that is the maintenance of buoyancy of the installation. Should fire or explosion effects cause a loss of buoyancy (or even stability) the entire facility is at risk of submergence. Adequate compartimization and integrity assurances must be implemented in these instances. [Pg.230]

The IEA (2006) estimates the necessary capital investments for the oil industry until 2030 at US (2005) 4.3 trillion, or 164 billion per year exploration and production account for almost three quarters of the total ( 120 billion per year).
