Suppliers must also provide the eustomer with more detailed information on the hazards and safety preeautions of their produets. If the ehemieals are to be used in connection with work this is usually in a Material Safety Data Sheet. Relevant information from Table 1.10 should be included and at least cover that listed in Table 14.10. 

The information to be compiled about the chemicals, including process intermediates, needs to be comprehensive enough for an accurate assessment of the fire and explosion characteristics, reactivity hazards, the safety and health hazards to workers, and the corrosion and erosion effects on the process equipment and monitoring tools. Current material safety data sheet (MSDS) information can be used to help meet this requirement but must be supplemented with process chemistry information, including runaway reaction and over-pressure hazards, if applicable. 

Cleaning materials and their methods of use can present significant and, frequently, undetected fire hazards. Any cleaning chemical or material brought into a facility should be reviewed for potential hazards using Material Safety Data Sheet (MSDS) information as a part of the material s hazard identification element of the overall fire prevention program. Cleaning activities should not be allowed to add unreasonable hazards to a facility. 

More than one year after withdrawal of the Hazard Identification proposed standard, the new proposed standard (standard) entitled Hazard Communication, was published in the Federal Register, Volume 47, No. 5, Friday, March 19,1982. It proposes that chemical manufacturers assess the hazards of chemicals which they produce and that all employers in SIC Codes 20 through 39 (Division D, Standard Industrial Classification Manual) provide information to their employees about the hazardous chemicals which they use by meems of a hazard communication program, labels, placards, material safety data sheets, and information and training.

Also lists procedures to follow in the event of fire, explosion, leak or exposure to hazardous substance by inhalation, ingestion or contact with skin or eyes. Coatings manufacturers are required to provide retailers with an MSDS for every product they sell to the retailer.

Handling of Amines. Regulations governing the safe handling and shipping of amines in interstate commerce are given in U.S. Department of Transportation pubHcations (71). Specific information on the safe handling and hazards associated with a particular amine can be found in the Material Safety Data Sheet for that material. For further information on the safety of industrial material see also references 72 and 73. 

Inhalation of certain fine dusts may constitute a health hazard. Eor example, exposure to siUca, asbestos, and beryllium oxide dusts over a period of time results ki the potential risk of lung disease. OSHA regulations specify the allowable levels of exposure to kigestible and respkable materials. Material Safety Data Sheets, OSHA form 20, available from manufacturers, provide information about hazards, precautions, and storage pertinent to specific refractory products. 

While material safety data sheets (MSDS) provide important information they may not provide information on all hazards that may be encountered during processing. A review of the MSDS is not a substitute for conducting a process hazards analysis. Additional information to consider should include ... 

The required notification must be provided at ieast annually In writing. Acceptable forms of notice are, for example, a letter, product labeling, and product literature distributed to customers. If you are required to prepare and distribute a Material Safety Data Sheet (MSDS) for the mixture under the Occupational Safety and Health Act (OSHA) Hazard Communication Standard, your section 313 notification may be attached to the MSDS or the MSDS may be modified to include the required information. (A sample letter and recommended text for inclusion in an MSDS appear on pages E-4 and E-5 of this appendix.)... 

MSDS Material Safety Data Sheet - a document that provides pertinent information and a profile of a particular hazardous substance or mixture. An MSDS is normally developed by the manufacturer or formulator of the hazardous substance or mixture. The MSDS is required to be made available to employees and operators whenever there is the likelihood of the hazardous substance or mixture being introduced into the workplace. Some manufacturers prepare MSDS for products that are not considered to be hazardous to show that the product or substance is not hazardous. 

These faetors are attributed to bateh and semi-bateh proeesses rather than eontinuous proeesses. However, the use of eontinuous proeesses on fine ehemieal manufaeturing sites is limited. It is often preferable to use the semi-bateh mode as opposed to bateh proeesses. The Appendix lists hazards of pertinent ehemieal reaetions for toxie and reaetive hazards ehemieals. Information eoneerning the safety of various ehemieals (e.g., ammonia and others) ean be readily obtained from the World Wide Web. Table 12-1 shows how to aeeess a material safety data sheet at the Vermont Safety Information (VIRI) site on the Internet.

Probably one of the most important safety and healtli standards ever adopted is tlie OSHA hazard communication standard, more properly known as tlie right to know laws. The liazard communication standard requires employers to communicate information to tlie employees on liazardous chemicals tliat e.vist witliiii the workplace. The program requires employers to craft a written luizard communication program, keep material safety data sheets (MSDSs) for all haztirdous chemicals at the workplace and provide employees with training on tliose hazardous chemicals, and assure tliat proper warning labels are in place. 

The Material Safety Data Sheet (MSDS) is a detailed information bulletin prepared by the manufacturer or importer of a chemical tliat describes tlie physical and healtli hazards, routes of exposure, precautions for safe handling and use, emergency and first-aid procedures, and control measures. Infonnation on an MSDS aids in tlie selection of safe products and helps prepare employers and employees to respond effectively to daily exposure situations as well as to emergency situations. It is also a source of information for identifying chemical hazards. 

Users must be informed of the hazards through container labels and Material Safety Data Sheets (MSDSs). 

Your children may be exposed to endosulfan if unquahfied people apply pesticides around your home. In some cases, the use of pesticides that have been banned for use in homes has turned homes into hazardous waste sites. Your state licenses each person qualified to apply pesticides using EPA standards and further certifies each person qualified to apply restricted use pesticides. Ask to see the license and certification of anyone who applies pesticides for you. Also ask for the brand name of the pesticide, a material safety data sheet (MSDS), the name of the product s active ingredient, and the EPA registration number. Ask whether EPA has designated the pesticide for restricted use and what the approved uses are. This information is important if you or your family have a reaction to the product. 

Of these sources, Kirk-Othmer s Encyclopedia of Chemical Technology is particularly recommended for questions on chemistry and on end uses. For information on properties and on toxicity and handling hazards, Patty s Industrial Hygiene, Material Safety Data Sheets (MSDS), and the Aldrich catalog are very nseful. Questions on industrial chemistry should be directed to Ullman s Encyclopedia of Industrial Chemistry, and the texts by Chenier, Heaton, and White. Hawley s Condensed Chemical Dictionary is valuable as a source for dehnitions of the terms (language) of chemistry. 

H. Safety considerations. The Occupational Safety and Health Administration (OSHA), US Department of Labor, standard entitled Occupational Exposure to Hazardous Chemicals in Laboratories (29 CFR 1910.1450) makes it necessary to address safety issues in the SOP. The standard requires laboratories that use hazardous chemicals to maintain employee exposures at or below the permissible exposure limits specified for these chemicals in 29 CFR Part 1910, Subpart Z. Hazards associated with any specific chemicals used in a method must be addressed so that the user has the information needed to follow the Chemical Hygiene Plan for their laboratory. The method developer should limit the use of hazardous chemicals where feasible. The use of toxic and/or carcinogenic reagents should be avoided or eliminated as much as possible. Additionally, the cost of disposal is increasing and could impact the practicality of a method. Material Safety Data Sheets for the analyte(s) and any unusual or hazardous reagents should be provided for the user. 

The HCS was promulgated to provide workers with access to information about the hazards and identities of the chemicals they are exposed to while working, as well as the measures they can take to protect themselves. OSHA s HCS requires employers to establish hazard communication programs to transmit information on the hazards of chemicals to their employees by means of labels on containers, material safety data sheets, and training programs. 

Material Safety Data Sheets (MSDS) An MSDS contains descriptive information on hazardous chemicals under OSHA s Hazard Communication Standard. The data sheets also provide precautionary information on safe handling, health effects, chemical and physical properties, emergency phone numbers, and first aid procedures. 

Also, if you obtain new information or test data about products or hazards, make sure you convey this information to your customers by way of updated material safety data sheets (MSDSs) and product information. 

One of the best ways to determine that potential is to examine the Material Safety Data Sheets (MSDS), which by law in most jurisdictions must be provided by the manufacturer for any hazardous material used in the workplace and made available to the employees by plant management. The MSDS provides all the information necessary to determine the hazard potential and the requirements for control of any hazardous substance. Still other information can be found in the various guidelines published by the American Industrial Health Association, or by the U.S. National Safety Council, or by NIOSH (the U.S. National Institute for Occupational Safety and Health) or various other national, state, or provincial government bodies. (See Appendix II for information on sources.) Once you have an inventory, of course, you can start relating potential health problems to possible sources in particular areas. Also, in the process of preparing this report, you will begin to build an invaluable library that will stand you in good stead for further consideration of the problems at hand.
