Environmental control measures

Educate patients about environmental control measures (see Table 59-1). 

Ash from pulverized coal combustion is a strategic material that has many critical applications from a source of aggregate to the most important source of pozzolan for addition to Portland cement concrete. Environmental control measures on the emissions of coal combustion have resulted in a loss of quality for these materials. In response we have seen the advent of beneficiation processes applying both proven and new technologies to produce high-quality consistent products from these materials. Currently we estimate that about one-fifth of all ash products marketed are processed through some form of beneficiation method. We expect that the demand for quality and consistency will continue and the relative amount of process ash products will increase in the future. 

In addition to vaccinating health care workers against hepatitis B, other infection control practices are important in preventing transmission of the virus because up to 10% of people do not develop an adequate antibody response to the vaccine. The most important infection control measure is the use of universal precautions. These precautions prevent exposure to blood and blood-derived body fluids via use of a variety of barrier precautions, measures to prevent needlesticks, environmental control measures, and good hand-washing techniques. However, if a worker is exposed to material that potentially contains HBV, recommendations for percutaneous exposure to HBV should be followed (see Table 40-7). ... 

Whilst a general consensus on the need for environmental protection now exists, the debate continues over the forms which environmental control measures should take, and in particular on the fundamental choice between direct regulation on the one hand, and market-based incentives on the other. This has implications both for the overall costs and benefits of policy implementation, and for the impact of legislation on individual companies. 

Avoidance of allergen-triggering factors, through environmental control measures, is the first line of defense recommended for the management of allergic rhinitis. Environmental control measures may not completely alleviate allergy symptoms, but often symptoms improve and there may be reduced need for pharmacological intervention (63,64).

Airborne particulate matter emissions can, to a great extent, be minimized by pollution prevention and emission control measures. Prevention is frequently more cost-effective than control and, therefore, should be emphasized. Special attention should be given to pollution abatement measures in areas where taxies and buses associated with particulate emissions may pose a significant environmental risk. 

Implementation of cleaner production processes and pollution prevention measures can yield both economic and environmental benefits. The following production-related targets can be achieved by measures such as those described above. The numbers relate to the production processes before the addition of pollution control measures. In sulfuric acid plants that use the double-contact, double absorption process, emissions levels of 2 to 4 kilograms of sulfur dioxide... 

Provide environmental controls for inspection and test areas where measurement accuracy requires them. 

If you cannot select suitable equipment for your current environment, you may need to control the environment in order to carry out the measurements. In such areas the environmental factors important to maintaining stable measurement should be monitored and the monitoring equipment calibrated. Chart recorders enable you to monitor conditions without having to be in constant attendance. The environment should be controlled in areas where calibration is carried out in order to provide stable conditions in which accurate and precise measurement can be taken. However, some modern equipment is so stable that environmental controls are unnecessary except in special circumstances.

For those infectious diseases that are transmitted to humans via insect vectors the onset and decline phases of epidemics are rarely observed other than as a reflections of the seasonal variation in the prevalence of the insect. Rather, the disease is endemic within the population group and has a steady incidence of new cases. Diseases such as these are generally controlled by public health measures and environmental control of the vector with vaccination and immunization being deployed to protect individuals (e.g. yellow fever vaccination). 

Chemical treatments for bacteria control represent significant cost and environmental liability. Because the regulatory pressure on the use of toxic biocides is increasing, more environmentally acceptable control measures are being developed. 

To satisfy government agencies, instruments need to be adequately tested, calibrated, and/or standardized according to documented procedures. Current GLP standards state that equipment used in the generation, measurement, or assessment of data and equipment used for facility environmental control must be of appropriate design and capacity to function according to the protocol and shall be suitably located for operation, inspection, cleaning, and maintenance.

The WFD, so far, has identified 33 priority hazardous pollutants (PHS), for which Environmental Quality Standards (EQS) have been set. To some extent, these EQS can be met through the establishment of emission control measures. These PHS may originate from several different sources and activities. The main sources of toxic substances to water bodies in Europe may be categorised as agriculture, sewage treatment plants, urban runoff, industry, contaminated lake/ river sediment, soils and landfills. Input via atmospheric transport and deposition has also been identified as an important source both far from and close to source areas. Many of the PS are today banned in Europe, but due to their persistence they are still present in the environment [30]. 

Effect-based critical limits for soils and ground water have been derived or are under development in various countries for multiple purposes (Radojevic and Bashkin, 1999). These criteria can be used to assess the environmental quality of a site or area, to set priorities in control measures and to derive emission reduction goals. Most of the values are derived from comparable starting points such as protecting terrestrial population, water supply, food quality, and finally, animal and human health. 

The sub-group is also preparing an inventory of European organisations and scientists actively involved in research on environmental odour measurement and control. A bibliography of recent publications in this field will also be prepared for a COST 681 Symposium to be held in Rome in October 1985. 

A particularly serious environmental problem facing densely populated areas of the world is that of air pollution. The problem is both pervasive and difficult to control. An important element of a rational approach to improve the situation is a reliable means for evaluating the air quality impact of alternative control measures.
