Since it was created in 1982, the FDA s Office of Orphan Products Development has been dedicated to promoting the development of products that demonstrate promise for the diagnosis and/or treatment of rare diseases or conditions. To locate such products, the Office of Orphan Products Development interacts with the medical and research communities, professional organizations, academia, and the pharmaceutical industry, as well as rare disease groups. The Office of Orphan Products Development administers the major provisions of the Orphan Drug Act, which provide incentives for sponsors to develop products for rare diseases. 

In order to sensitize decision-makers it is necessary to develop initiatives that involve all stakeholders of the public sector and the civil society through organizations representing health professionals, patients, manufacturers, distributors, as well as communication professionals and the media.

Based on this conceptual framework, and using a variety of experimental approaches and case studies, risk communication professionals have been able to identify and, in some cases, roughly quantify many of the factors that determine the effectiveness or success of risk communication. One fundamental problem is, however, that effectiveness can be defined in a number of ways. 

Members are given the opportunity of participating in a technical poster session at meetings where they can exchange ideas in an informal environment. Ideas are presented as posters in an atmosphere where authors and attendees can mingle. Any topic related to chemical hazard communication, in its broadest sense, may be presented at the poster session. Poster Abstracts are published, distributed at the meeting, and posted on the web. The poster session is an excellent opportunity to present ideas and to receive feedback from other hazard communication professionals. 

The Society s purpose has always been to educate and provide information on hazard communication. Professional development courses were first offered by SCHC in 1990 with a single half-day course. Today, the society offerings have grown to over 25 professional development courses including basic, advanced, and in-depth multiday courses. Continuing education/maintenance points can be obtained for SCHC courses. 

To recognize contributions to both the Society and the field of hazard communication, SCHC offers three types of awards. Nomination for awards are solicited by the Awards Committee and reviewed by the Board. The HazCom Lifetime Achievement Award recognizes individuals who have contributed significantly to the field of hazard communication or to SCHC over an extended period of time. Recipients of the award must have achieved at least one of the following additional criteria exceptional performance in the field of hazard communication lasting impact on the practice of hazard communication and/or broad benefits to hazard communication professionals or users of hazard communication information. 

As SCHC s interests broadened to global hazard communication, international speakers were invited to SCHC meetings. A speaker from the United Kingdom (UK) Health and Safety Executive believed that hazard communication in the UK could benefit from a similar organization. SCHC provided infro-mation about forming a society. In 1994 a group of hazard communication professionals in the UK formed the Chemical Hazards Communication Society (CHCS). Even experienced communications professionals sometimes forget that an overloaded telephone exchange cannot supply dial tone to all customers at once. Emergency calls wiU often go through if callers wait patiently for dial tone. If callers do not hear dial tone after 10 or 15 min, it is safe to assume that there is a more significant problem. 

Public relations/communication professionals can help to make sure that information is communicated in an easy and understandable manner, and that statements made are aligned with company values. 

A report published about a long-lived incentive project in Germany has not, as yet, received the amount of attention that it deserves from the road safety community. Professional drivers employed by the German branch of Kraft Foods Corporation, with a fleet of about 600 trucks and vans, were told in 1957 that they would receive a bonus of 350 German marks for every half-year of driving without culpable accidents that is, without accidents in which they were judged to be at fault (Tschnemitschek, 1978).

Several national organizations serve the professional needs of U.S. pharmacists. These reflect the practice milieu of members, eg, independent community pharmacies, chain dmg stores, and hospitals. The American Pharmaceutical Association (APhA), founded in 1852, is composed of the Academy of Pharmaceutical Research and Science, Academy of Pharmaceutical Practice and Management, and the Academy of Students of Pharmacy. Other organizations include the American Society of Health-Systems Pharmacists (ASHP), National Association of Chain Dmg Stores (NACDS), and National Association of Retail Dmggists (NARD). 

The American Institute of Chemical Engineers (AIChE) has a 30-year history of involvement with process safety for chemical processing plants. Through its strong ties with process designers, builders, operators, safety professionals and academia, the AIChE has enhanced communication and fostered improvement in the high safety standards of the industry. AIChE publications and symposia have become an information resource for the chemical engineering profession on the causes of accidents and means of prevention. 

Technical language and jargon are useful as professional shorthand, but they are barriers to successful communication with the public. Use simple, nontechnical language and vivid, concrete images that communicate on a personal level. Avoid distant, abstract, unfeeling language about deaths, injuries, and illnesses. 

Training Materiais. Like any other written or audio-visual maintenance tool, training materials of all kinds are basically communication devices, and to be effective, should be presented in a simple straightforward, attractive, and professional manner. 

Pocket Guide. When a new maintenance form or procedure is introduced, a quick reference pocket guide can promote understanding and accuracy. The key to effectiveness is a deliberate design to provide maximum illustrations or examples in simple language. If it cannot be prepared in-house, outside help should be sought. Professionalism is essential to good communications. 

So, nearly half a century after the emergence of the concept, we its practitioners have in materials science and engineering a clearly distinct discipline which in practice doubles up as a multidiscipline, with a substantial number of independent academic departments and research institutes spread around the world, with its own multifarious journals and textbooks, and a large number of professionals, also spread around the world, who call themselves materials scientists and engineers and communicate with each other on that basis. We have a profession to be proud of.

While still a student at the Academy, Ipatieffbegan to make a name for himself in the Russian chemical community as he began to publish some of his laboratory findings. His first professional milestone as a chemist came in 18h() when he joined Russia s Physical-Chemical Society.
