A number of new technology promotion options are being explored in the lighting area. Work is undeiway on market transformation programs based on bulk procurement for improved efficacy incandescent light bulbs and for compact fluorescent lamps and fixtures. For incandescent lamps, adaptations of the infrared reflective lamp coating that is already in use on reflector bulbs are encouraged by the EPAct requirement. 

Therefore, the second objective, equally important, was to share the results of this program not only with other DOD organizations but also with the private industrial sector. Since industry is concerned with larger production orders, the DOD procurement posture would be improved substantially through the shared knowledge and established standardization specifications. This, in fact, is the goal of all MMT programs... 

One of the limitations of the portable field survey instruments in the measurement of americium is that their quantitative accuracy depends on how well the lateral and vertical distribution of americium in the soil compares with the calibration parameters used. These methods can provide a rapid assessment of americium levels on or below surfaces in a particular environment however, laboratory-based analyses of samples procured from these environmental surfaces must be performed in order to ensure accurate quantification of americium (and other radionuclides). This is due, in part, to the strong self absorption of the 59.5 keV gamma-ray by environmental media, such as soil. Consequently, the uncertainty in the depth distribution of americium and the density of the environmental media may contribute to a >30% error in the field survey measurements. Currently, refinements in calibration strategies are being developed to improve both the precision and accuracy (10%) of gamma-ray spectroscopy measurements of americium within contaminated soils (Fong and Alvarez 1997). 

Lowering the starting material costs can be achieved by improving overall yield. Whilst the pigment has a favourable toxicity profile and a long history of application in sensitive applications such as cosmetics and in food-contact applications, in order to meet the requirements of discerning customers practice sustainable procurement and look for products with a beneficial life cycle analysis. This paper, therefore, outlines the results of a study which shows how a commitment to sustainable manufacture is an essential addition to the favourable toxicity profile. Areas for improvement are recognised and options for renewable energy resources are discussed.

Bulk and pooled procurement mechanisms can reduce drug prices substantially. The pooled procurement practices of the ECDS reduced unit costs for pharmaceuticals more than 50 per cent during its first procurement cycle (Huff-Rouselle and Burnett 1996). Also, the Delhi model used a pooled procurement system for hospitals and health facilities, through a CPA, saving nearly 30 per cent of annual drugs cost for the government and improving availability more than 80 per cent (Chaudhury et al. 2005). 

Polybenzimidazoles have been used for seals, mechanical components, electrical connectors, valve scats, and as components ofmatcrials-handling equipment in the petrochemical, geothermal, chemical process, aerospace, defense, automotive, and electrical products industries. These materials frequently are procured as replacement parts for other materials in an effort to improve equipment performance.

A Data Procurement for Knowledge-based Systems Progress in analytical characterization of catalysts plays an important role in their further development and improvement. Synergistic effects of complimentary characterization tools by which different properties of the catalytic materials arc determined are claimed to be beneficial in catalyst design. If this is so, then an expert system for assisting in catalyst selection should be designed in such a way that it accounts for different chemical and physico-chemical properties and their relation to catalytic performance of solid materials. 

REACH has provided a structure in which a well-informed chemicals risk management can be developed. In particular, it creates a legislative and regulatory framework for all substances in which the procurement of data for making reasonably reliable risk assessment is possible. But on the other hand, as we have seen, it does not require the creation of such data for all substances for which it is needed. This should be no surprise. The deficiencies in the previous system of chemicals regulation were so large that it would be unrealistic to believe that they could be solved in one single reform. It is only to be expected that there should be scope for improvement. A discussion is needed that identifies the most important of the potential improvements of the system, and in this spirit we would like to propose three important issues for the further development of REACH.
