Procurement of raw materials

The focus on margins is intense. Increasing personal incomes in emerging economies have increased fertility, reduced mortality, and spurred consumption. Materials are scarce. Demand is growing. 

Commodity markets are in turmoil. Material prices have increased sharply since 2000, erasing the prior declines of the twentieth century. In 2011, 58 percent of the Fortune 100 listed the increase in cost of commodities as a risk to earnings in their annual reports. The cost of materials and the associated uncertainty is higher than at any time in the evolution of supply chain practices. 

In the past three decades, we have had periods where costs have escalated, but it has been a case of one commodity trading off another. It seems that there are now no trade-offs. They all seem to be escalating together, and at a rapid pace. 

For many, the situation is dire. Supply chain practices were defined in the early 199 Os when crude oil was 10 per barrel. They have changed

Control over procurement of raw material and components that compose inputs... 

In the process industries different products on the same production line are often only variants of a base product with almost the same raw materials needed, e.g., defined by different viscosities or chain lengths of a polymer or products defined by different additives to a base product. This means that planning the procurement of raw materials is (almost) independent from the exact assignment of the production line capacity to the single products. Therefore the decision on the distribution of the capacity among the different products can be made fairly late.

The contracting manufacturer must always undertake at least one of the processes which does not include fined testing, procurement of raw materials, acceptance tests of raw materials, evaluation of test results by the contracted manufacture, tests cmd inspections of the final products or preparation of package inserts. Repackaging by the contracted manufacturer cannot be applicable for this exemption because the contracting manufacturer has the final responsibility for manufacturing in the factories (Notification No. 343 of the PAB in 1994).
