It is not unusual for the actual shipment date to be a few days different from the original promised shipment date due to uncertainty in supply chain processes. Prior to the publication of ISO 9000, several nations had developed national quality system standards, with many used only in the procurement of military equipment. With the emergence of the NATO Quality Control System standards in 1973, the Quality Panel of the UK Society of Motor Manufacturers set out to develop an equivalent standard for non-military applications. The result was BS 4891, which was published in 1972. In 1974 this was followed by BS 5179 with the title Operation and Evaluation of Quality Assurance Systems. However, BS 5179 was intended only as a guide and it was not until 1979, with the publication of BS 5750, that major purchasers in the UK had a standard that could be invoked in contracts. A certification scheme was eventually established in 1983, following the UK government s white paper on competitiveness ... 

In addition, the plant engineer is responsible for testing newly installed systems to assure that they comply with procurement and performance specifications. 

All capital equipment decisions should be based on the true or life cycle cost of the system. Life cycle cost includes all costs that will be incurred beginning with specification development before procurement to final decommissioning cost at the end of the compressor s useful life. In many cases, the only consideration is the actual procurement and installation cost of the compressor. While these costs are important, they represent less than 20 per cent of the life cycle cost of the compressor. 

Countries nevertheless spell out their policy intentions in their dmg legislation, or incorporate their pharmaceutical policy into national planning documents. For example, Tunisia s national pharmaceutical policy is incorporated into its five-year economic development plan. The authors optimised conditions for the general reaction of 1,1-diphenylethylene and piperidine (Scheme 9.5). At present, the trend is moving from the analysis of individual production and logistics systems towards the optimization of entire production networks, that is, the optimization of the distribution to different production locations taking account of the procurement and distribution chain as indicated by the remarks on supply chain simulation earlier in this chapter. However, in particular for these applications there are some challenges in the basic work of providing consistent and coherent data describing the processes at different sites which most likely are located in different countries.
