Several refineries, tank farms, and other petroleum-handling facilities nationwide are included on the EPA 1996 National Priorities List, or are regulated under RCRA. Such facilities present several potential subsurface environmental concerns, reflecting approximately 80 years of continued operation. These concerns include

In dmg regulation, the government sets legal requirements relating to dmgs and specifies what activities must be undertaken before and after a dmg is placed on the market. 

This chapter examines the missions and goals of dmg regulation, maps the present domains of dmg regulation and other government pharmaceutical fianctions, and traces the historical development of dmg regulation in the 10 countries in this study.

Other acts and regulations also require use of toxicology data, but the acts listed above include those that form the majority of required, defined animal testing methods and data for use across these other acts. Each of these three acts is briefly discussed below. 

TSCA was enacted in 1977. Its primary purpose is to require that adequate data be compiled to determine toxic effects of chemiccds posing unreasonable risk. In effect, this includes about fifty thousand chemicals currently in use, and about one thouscmd new chemicals each yecu . Pesticides, food items or additives, drugs, cosmetics, tobacco, and radioactive chemicals are not included in these numbers because these cu e regulated under other acts. For new chemicals, tests must conclude that the chemical poses no unreasonable risk based on animal testing. For existing chemiccds, either a finding of no unreasonable risk is made, or certain restrictions or prohibitions on use cire implemented for the chemical. For example, polychlorinated biphenyls (PCBs) were historically used in electrical transformers due to their physical properties. After TSCA was enacted, data indicating that PCBs could cause cancer in rodents at low levels led to prohibition of their use by 1981. 

An overview of the regulatory requirements for animal testing of chemicals contained in these acts is provided in table 5.1.

This book, for the most part, is a stand-alone text. It addresses not only the fundamentals of PSA as a science, but insights on the regulatory framework affecting its development and apidication. The Occupational Safety and Health Administration s regulation 29CFR1910.119 provides a regulatory framework for process safety management. This regulation applies to facilities handling a spedfied list of chemicals above indicated threshold quantities.

Secondly, customers are applying ever greater pressures on formulators to make less use of some chemistries, for example formaldehyde release biocides. Customers would prefer preservatives that are good for die environment and possess no adverse mammalian toxicity characteristics. This would require that new actives are developed. This is unlikely considering the new regulatory frameworks. 

Both removal and remedial actions may be carried out at the same site. To accomplish these tasks, CERCLA has given cleanup authority to U.S. EPA, has established the Hazardous Substance Response Trust Fund (Superfund) to finance the remedial actions at CERCLA sites, has initiated a procedure for the emergency response to accidental spills, and has imposed cleanup liability on those responsible. The National Contingency Plan (NCP) was developed in 1982 and in 1985 as the regulatory framework to guide these responses. 

Surampalli, Ong, Seagren, and Nuno compiled and edited a book by the American Society of Civil Engineers (ASCE) called Natural Attenuation of Hazardous Wastes.97 In addition to a discussion of the regulatory framework, this book covers major pollutants and basic scientific principles on physical, chemical, and biological processes involved in natural attenuation. It also contains an extensive review of literature, examples of applications of natural attenuation, and site characterization and monitoring requirements and procedures. 

If a hue monetary value were established for carbon emissions, nuclear power could be the major beneficiary of an emissions credit trading market. The new Biocidal Products Directive is examined, which closes the gap in European legislation for products such as disinfectants and anti-foulants where there has not, until now, been a Europe-wide standard. The basic goals of the directive are to simplify and harmonise Europe s regulatory framework for biocides, and to remove trade barriers within the EU, and to improve the protection of both human health and the environment. The new directive must be enforced as national legislation in all member countries by 14 May 2000. Details are given of products defined within the directive, and ways in which the directive will be put into practice in the UK are discussed. The implications of the legislation on the industry in terms of time and money spent on testing for each active substance involved are examined.
