Finally, while compressed gas appears to be winning the batde for near-term demonstration vehicles, the path to commercialization of any major new technology is a long one. In May 2003, Toyota recalled all six of its hydrogen-powered fuel cell vehicles when a leak was discovered in the fuel tank of one of the cars leased to Japan s Ministry of the Environment.23 The leak was found when a driver at the environment ministry heard a strange noise in the car when he was filling up the hydrogen tank. 24 The problem was quickly identified and was fixed a few weeks later. NFPs are the main contact points for the EEA in the member countries. They are in charge of co-operation with the EEA and the ETCs and organise national coordination of activities related to the EEA strategy. Their working methods differ from country to country. This partly reflects the diverse nature of the national environmental systems within which they are based. For example, some NFPs are located in environmental agencies, others are part of environment ministries some are in centralised national administrations, whereas others operate in decentralised, sometimes federal systems. Dr. Kim served as Korea s Minister of Environment (1999-2003) to become the longest serving female minister in the country.
