Trade world

An annual review of germanium is pubUshed by the U.S. Bureau of Mines (40) and a broader survey is pubUshed every five years (41). The Engineering and Mining Journal also pubhshed an annual germanium review through 1986 (42). The economics of germanium, with special emphasis on world trade, have been reviewed (43). 

Gold [7440-57-5] Au, is presumably the first metal known and used by humans. It occurs ia nature as a highly pure metal and is treasured because of its color, its extraordinary ductility, and its resistance to corrosion. Early uses ia medicine and dentistry date to the ancient Chinese and Egyptians. In the Middle Ages the demand for gold led to the iatense, unsuccesshil efforts of alchemists to convert base metals iato gold. These pursuits became the basis for chemical science. The search for gold has been an important factor ia world exploration and the development of world trade. 

Except for two countries, there is very fitde world trade in lime. The largest importer is the Netherlands, which is nearly devoid of limestone and thus imports about 10 t aimually from Belgium and Germany. The other net importer of consequence is the United States, which imports ca 150, 000 t/yr or about 1% of U.S. production. About 85% of the U.S. imports are from Canada the balance is from Mexico.

The importance of an accurate and complete record of invention caimot be underestimated. The record of invention should serve as the basic document for estabUshing the date of conception and reduction to practice of the invention. The U.S. PTO issues patents to those who are first to invent. In a contest over inventorship, any available record of invention is submitted to the U.S. PTO to estabUsh proof of an inventor s rights. As of January 1, 1996, any inventor from a country belonging to the World Trade Organization may use such evidence before the U.S. PTO. Previously, this type of proof could be rehed upon only if the activity, documented in the notebook, record, etc, was undertaken in the United States. Similarly, activity undertaken after December 8, 1993 in Mexico or Canada may also be rehed upon to prove inventorship.

The production of steel is of great importance in most countries because modem civilization depends heavily on steel, the raw material for many industries. As a result, most countries have an active steel industry, which at one time was heavily subsidized but as of this writing is increasingly privatized. The world trade in steel was frequently a source of hard currency where the United States was the main contributor. Trade is much more at market prices that reflect the real cost of production. Under these conditions, the United States in its own market is very often the low cost producer following massive cost reduction in the 1980s. The United States can export a few million tons per year at a profit.

World trade in coal totaled 576 million tons (524 million tonnes) in 1998, of which 523 million tons (476 million tonnes) shipped in oceangoing vessels. Coal shipments use the same dry bulk vessels that transport other bulk commodities, such as iron ore and bauxite, so vessel rates for coal shipments arc hostage to wider market forces. However, the cyclic pattern observable in vessel rates disguises the long-term trend in which rates have varied little in nominal terms. For example, spot vessel coal rates in the 1998-1999 time period were about the same as in the mid-1980s, varying between 5 and 10 per ton.

The U.S. industry has several advantages over the rest of the world market modem mills, a highly skilled work force, a large domestic market, and an efficient transportation infrastructure. Major export markets for pulp are Japan, Italy, Germany, Mexico, and France. The U.S. Department of Commerce anticipates exports to grow faster than production for domestic markets through 2004. World Trade Organization (WTO) efforts to reduce tariffs include those on pulp and paper products if these are successful, the U.S. industry expects pulp and paper export rates to increase even further. 

None of the solutions mentioned in the above lines will be forthcoming from any invisible hand , nor can it be decided by one state as a corrective measure against market failures, because national authorities lack the capacity to impose regulations beyond their national borders. The way forward should be along the lines of an international agreement between countries, promoted and guaranteed by international bodies such as the WHO and the World Trade Organization (WTO). 

Whatever the reason for obtaining it, a chemical measurement has a certain importance since decisions based upon it will very often need to be made. These decisions may well have implications for the health or livelihood of millions of people. In addition, with the increasing liberalization of world trade, there is pressure to eliminate the replication of effort in testing products moving across national frontiers. This means that quantitative analytical results should be acceptable to all potential users, whether they be inside or outside the organization or country generating them.
