The Blue Angel is a German eco-label for products and services [7]. The eco-label was introduced in 1978 and was one of the first worldwide environmental labels. The Blue Angel is an official label since it is owned by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety in Germany. The award criteria are established by the Federal Environmental Agency in Germany with the support of scientific institutes and the industry.

The data were assessed by the ISO 5725-2 protocol [3] implemented in the software package Prolab98 (Dr Uhlig, Quo Data, Dresden, Germany), which is routinely used by the German Federal Environmental Agency for evaluation of laboratory proficiency tests. Outliers were rejected by use of Grubbs test (P=l%) and Cochran s test (P=l%). 

The most stringent air pollution control standards have been set for Japan and West Germany. Their standards are much more stringent than in the U.S. Many persons questioned the health justification for the standards. Other European Federal environmental agencies have carefully viewed the standards and have either accepted the particulate but rejected the tight gaseous (HC1, HF) control or have adopted a wait and see attitude. 

Last but not least, a new institution was created, the German Emissions Trading Authority at the German Federal Environmental Agency (Deutsche Emissionshandelsstelle im Umweltbundesamt - DEHSt), for the implementation of the emissions trading system. This institution has more than 100 employees at present. 

The question of emissions projections played a prominent role in the debate on the cap for the EU ETS as well the emissions targets for the sectors not included in emissions trading. Whereas BMU mainly referred to an emission projection ( Policy Scenarios III study) commissioned by the Federal Environmental Agency (DIW et al. 2004), industry as well as parts of the Administration (chiefly BMWA and the Chancellor s Office) drew upon a projection in their arguments which had been drawn up and commissioned by BDI (RWI 2003). Table 4.1 displays the results of both of these projections in a comparative fashion. Central differences are revealed with regard to the future development of emissions from industry on the one hand, and commercial, residential and transportation sectors on the other hand. The business-as-usual (BAU) projection of the industry assumes only a minimal reduction in emissions from industry and the energy industry up to 2012 and anticipates considerable emissions reductions in the sectors not covered by emissions trading, above all in the transportation sector. By contrast, the BAU projection of the Policy Scenarios III Study assumes a pattern of development diametrically opposed to this.
