Toxics Use Reduction and Prevention By the mid-1980s, it was apparent to many people that certain toxic chemicals could not be managed safely and needed to be phased out or sunsetted . In 1987, attorney Sanford Lewis proposed legislation to reduce the use of toxic chemicals in Massachusetts and 2 years later the state legislature passed the Toxics Use Reduction Act (TURA). The Act created the Toxics Use Reduction Institute (TURI) to help Massachusetts firms reduce their use of toxic materials. Today, compared to 1990, Massachusetts firms subject to reporting under TURA are generating 58% less waste per unit of product and have reduced on-site releases of federally reportable toxic chemicals by 90%. In addition, since 1990, quantities of chemicals shipped in product have been reduced by 47% (per unit of product shipped). [Pg.1000]

To verify the accuracy of the company s accident register, the safety investigator will review the accident data the FMCSA has on file for the company. Whenever an accident meeting the FMCSA s definition of an accident occurs, the officer investigating the accident is supposed to report it to the FMCSA. This is accomplished by the officer checking federally reportable on the police accident report (PAR). The PAR is then forwarded by the state involved to the FMCSA, who records it in their data system, the Motor Carrier Management Information System, or MCMIS. All accidents that the company has been involved in involving one of the company commercial vehicles is in MCMIS. [Pg.594]

During an investigation, the investigator will literally take the data he/she has fi-om MCMIS and compare it to the company s accident register. The company accident register may have more incidents on it than MCMIS is indicating. This many times is due to some PARs not having been completed correctly by the officer on the scene (the officer did not mark the accident federally reportable). [Pg.594]
