The standard makes it clear that a contract company s safety record is to be reviewed before they are hired and that safety record should be evaluated as part of the overall contractor selection process. Generally, the contractor s OSHA 300 logs will be used for this evaluation.

Medical surveillance programs range from support contracts with local hospitals or physicians to full-scale on-site occupational health organizations that include physicians, nurses, and technicians who are employed by prime contractors. The option selected depends on the size of the project, the nature of the hazards involved, the capabilities of local facilities, and the resources available. 

Regardless of the approach your company selects, what s important is the assurance that contract personnel, by whatever means, are as conversant as your own employees with those aspects of your PSM system with which they interact. For this reason, you may wish to consider meeting with your key contractors to discuss the system and how it may affect their persoimel. As part of this discussion, you will want to review whatever training the contractor provides to determine if it meets your needs and is appropriate for the PSM system. If the system requires additional contractor training, you can then work out (either as a global policy or on a case-by-case basis) how best to provide it. 

The correct selection of the form of contract to be used when inviting proposals is of paramount importance, as it constitutes the signed agreement between the employer and the contractor and forms part of the conditions of contract. 

Principal contractor with domestic sub-contractor and supplier. The expression domestic does not necessarily infer housing, although housing contracts can be carried out in this manner. A domestic sub-contractor is a contractor who is appointed by the principal contractor. The client has no relationship with a domestic sub-contractor, unless he interferes with his selection such that the appointment becomes nominated. This type of appointment has become very common. 

With the cost components identified and the project broken down into tasks, create a worksheet to tally the costs for the total project. Note that costing a task is sometimes simplified if it is to be subcontracted. Costing then includes bidding the task, selecting a contractor, and then using the contract price as your cost. 

Since in-house facilities for handling a large volume of samples for routine analysis were not available, the analytical work was contracted out to three commercial laboratories. We will refer to them as Laboratories A, B, and C. The contractors were selected on the basis of qualification tests which were intended to serve also for interlaboratory calibration. The results were reported to NRDL as d.p.m. or equivalent 285U thermal-neutron fissions at detonation time. All of the radiochemical data obtained from the laboratories are reported in Ref. 5. These values were punched on cards and converted by computer to equivalent fissions of the device, based on mass-chain yield values supplied by the weapons laboratories. At the same time, the calibration factors derived from qualification-test analyses were applied. Values of the ratios, 95, were formed. All of the ratios for a given nuclide i were then selected along with the corresponding values of r89t95, and the data points were fitted... 

Even before the optimum plant size was determined, a contractor had been selected and process design work was in progress. The contractor was selected on the basis of competitive cost plus fixed-fee bids. The contract was later converted to a turn-key type, based on the competitive-bid fixed-fee percentage and a definitive cost estimate for completion of the job. This saved about 2 months in over-all job completion time. Through duplication of equipment purchases and construction drawings, it was possible to reduce over-all completion time for three subsequent plants by as much as 8 months from the 17 months required for the first module (Fig. 2). About 29 months were required from Geld discovery to startup of the last Exxon treating facility. 

The prime responsibility of contracting falls upon the Project Manager who must live with the selected contractor and make it perform. It behooves the Project Manager to take a very active participation in contracting activities and be thoroughly familiar with all contractual terms and conditions.

The considerations involved in contracting for large and small projects are different. The contractors involved are also different. Naturally, the factors affecting contractor qualification and selection must also be different. Although this book addresses the execution of small projects, the material and guidelines presented in this chapter are appropriate for all projects regardless of size. 

A bid package must address commercial terms as well as technical details. The preparation of the commercial selection is the responsibility of the Contracts Engineer. The Project Manager assembles all the technical details and is responsible not only for the technical section but for the overall completeness of the package. After all, it is the Project Manager who has to live with the contractor and make it perform. 

The Project Manager must work with the Contract Engineer to qualify and select capable bidders. If the project is in an existing plant site, the selection process must be done in close cooperation with the plant personnel since they must approve all contractors working in their plant. In the case of small projects, especially if the execution approach calls for multiple subcontractors, the volume of work will not be large enough to attract national contractors and the choice will be among small or medium-sized, local contractors.

Project control is exercised when establishing contracting strategy and selecting contractors. 

Intelligent contracting reduces project costs and enhances the probability of success. The Project Manager must work closely with the Contracts Engineer to develop a contracting strategy that results in the selection of the contractor(s) most likely to do a quality job at a minimum cost. 

Contract Award - Every contract award, whether competitive or negotiated, must be documented with a thorough justification memo analyzing the reason for the selection and comparing the relative merits of all contractors considered. 

Site construction of the project requires organizing the constmction bid packages, selecting contractors, and writing subcontracts. These contracts include a specific scope of work for the various construction and installation tasks and the implementation of appropriate procedures for expediting the project. An equipment installation document is then prepared for the construction contractor (9). This document verifies that equipment is properly connected to the defined utilities (air, electrical, water, sanitary drains, product, cleaning systems) and that the contractor has a planned schedule of events. Arrival of the equipment will initiate the startup and testing phase for the equipment. 

Begin any search by developing a list of requirements that a potential contractor must satisfy in order to be considered. Provide this list of requirements to the purchasing department. The most fortunate situation that can occur in the selection process is finding that the Purchasing Department is already employing a contract manufacturer with the capabilities to perform the required task. 

Preliminary engineering was started in May 1980 with the award of the project services contract to Bechtel, Inc. of San Francisco, California. Shortly afterwards, two more contractors were selected Davy-McKee of Lakeland, Florida,for the design of the two methanol plants and Foster-Wheeler of Livingston, New Jersey,for conceptual and basic design of the MTG plant. 

Work began in June, 1941, but progress was very slow and it soon became obvious that there was no hope of finishing the job by the provisional completion date of 6 July, 1942. Successful method transfer requires a good match of skills, experience, and team dynamics between the sending and receiving laboratories.
