Detailed Engineering, Procurement and Construction

LOPA analysis is explained in Chapter 3 of this book. 

Process engineers (or EPC vendor) will prepare pre-commissioning and commissioning procedures, and also check lists for these activities. They will also train operators, and coordinate between the EPC contractor, operations and project departments. Pre-commissioning is performed in a systematic way to complete the following activities. 

After completion of pre-commissioning, the revamped plant will be commissioned by introducing raw materials and adjusting the plant operating parameters to the desired targets (Lawson, 1999).

Current Status. The final DOE CCT cooperative agreement contract is currently being finalized. The required environmental and construction permits are also being finalized. Construction and major equipment procurement should begin in late 1992. Detailed engineering will be completed in 1993. Start-up and commercial operation is expected in 1995. 

Whether the machine foundations are designed by the vendor or by the project civil engineer in accordance with the vendor s requirements, there may be features, details, and tolerances requested which are difficult to achieve, expensive, and unnecessary. These circumstances are apt to come about as a consequence of the way the machines are procured the machine supplier may have little incentive to concern himself with the problems of foundation construction - on the contrary. 

A precise classification of the project status, in accordance with the general stipulations presented by the organizers, is not easily done the status of the BWR 90 project lies somewhere between D2 and D3 - pretty close to D3 even though all D3 activities have not been completed. To be more specific, the activities "design/engineering for all systems and components", and "detailed design, or detailed specifications, for procurement of all materials, components, systems, package units, construction/erection services, etc." have not been completed.
