The DOE sponsored two major projects with ASHRAE as a result of the Omnibus Reconciliation Act Special Project 41 and Special Project 53. These projects led to a series of changes and has continued to be amended from time to time. Table 2 outlines the evolution of the ASHRAE/IES Standard through 1999. 

The authority granting permission to build will depend upon the type and size of building. Major projects, such as nuclear power stations or large industrial complexes, may involve a public enquiry and the need to produce a study into the environmental impact. Though a committee nominated by the local authority will consider the planning submission.

However, incorporating these changes in an existing unit is a major project, usually more complicated than building a new unit. The two critical components of a successful mechanical upgrade (or erection of a new unit) are effective project management and proper design standards. 

Corrosion can, however, be a factor in another type of assessment, which is arguably more important. It could influence important decisions about the whole project, taken at an early stage in the overall design process, which are concerned with the fundamental basis of the project rather than with corrosion aspects directly. In a major project, feasibility assessments in the initial stages are used to decide between possible alternatives, later effort being concentrated on one or two preferred options. If corrosion considerations are relevant they can influence the economics of the project as a whole, and have a much larger effect than in the first type of assessment. 

For many government contracts and for most major projects, or where the performance of the coating is vital, supplies of paint are often sampled at the manufacturer s works and checked in a laboratory to ensure that they conform to the standard specified. This may be a written standard for composition or performance or a proprietary paint which has been approved by long experience or special trials.

Large-scale models, to a scale of at least 1 30, are normally made for major projects. These models are used for piping design and to decide the detailed arrangement of small items of equipment, such as valves, instruments and sample points. Piping isometric diagrams are taken from the finished models. The models are also useful on the construction site, and for operator training. Proprietary kits of parts are available for the construction of plant models.

There are four other major projects which are conducting continuing and systematic compilations of evaluated thermodynamic data on aqueous solutions. One of these is the Electrolyte Data Center of the National Bureau of Standards. Publications of this and related groups at NBS are cited in references (10, 11, 17., 25, 52, 59, 63, 71, 72, 73, 122, and 139). The size of capital project also has an influence on FEL outcome based on IPA statistics. IPAs data indicate that small projects benefit more from better project definition prior to the EPC phase than do major projects. The data also indicate that small projects typically have more late changes than do larger projects. 

Typical FEL Deliverables Every process engineer assigned to a project should be acutely aware of which deliverables or end products are required by those who must commission their work. This should be very well understood by all parties prior to starting the work. Further, the splits of work (who will do which aspect of the work) must be well understood. Today, it is very common to have multiple operating companies form a joint venture to authorize major projects. Transplant experiments indicate that the receptors for the secreted SCN factors are located near the 3rd ventricle (LeSauter Silver 1998).
