The Registration, Evaluation, Authorisation and Restriction of Chemical substances (REACH) regulations came into force on June 1, 2007. At that time, it was estimated that there were approximately 100,000 existing chemicals, of which approximately 30,000 were marketed in volumes at or above 1 tonne per year. For these 30,000 substances, a registration dossier must be submitted. The registration requirements depend on the tonnage thresholds, as follows ... 

The environmental impact of waste disposal and of chemical use in Europe has led to three legislative actions that, in today s global economy, greatly affect flame-retardant use and research. These actions go by the acronyms of RoHS (Reduction of Hazardous Substances), WEEE (Waste Electrical and Electronic Equipment), and REACH (Registration, Evaluation, Authorisation, and Restriction of Chemical substances). These actions are discussed in detail in Chapter 22, but need to be mentioned here as they are clear examples of how changing regulations affect flame-retardant use, selection, and new fire-safety developments. The first one, RoHS, refers to how new items are manufactured, and specifically bans chemicals and elements of environmental and toxicological concern in Europe. With regards to the Registration, Evaluation, Authorisation and Restriction of Chemical substances (REACH), it was noted that although there exists, with SAICM, a significant overlap in chemicals labelled as very high concern , some participants suggested that SAICM s definition could be broader in order to be more holistic. 

End November 2006, the number of ICCA substances evaluated and accepted by OECD the Screening information Data Set (SIDS) Initial Assessment Meetings (SIAMs) was 465 but in November 2007 it was close to 600. As the EU s new chemicals legislation, Registration, Evaluation, Authorisation and Restriction of Chemical substances (REACH) entered into force in June 2007, there is some concern about competition at European level with REACH requirements but it seems now that the data collected within the HPV programme would be recognised under REACH. 

In the following, the four cornerstones of REACH - registration, evaluation, authorisation and restrictions of chemical substances - as well as a number of other important aspects of REACH will be described and analysed.

The aim of REACH is to improve the protection of human health and the environment through the better and earlier identification of the intrinsic properties of chemical substances. The Biocidal Products Directive and Registration, Evaluation, Authorisation and Restriction of Chemical substances (REACH) determine pesticide regulatory status throughout the EU (http //europa.eu.int/). 

The RoHS procedure has now combined with European Union Registration, Evaluation, Authorisation and restriction of Chemicals (REACH), which is a new European Union Regulation (EC/2006/1907 of 18 December 2006). Four additional substances are listed that will be assessed as a priority, among these substances is hexabromocyclododecane, a brominated flame retardant widely used in expanded polystyrene for which no alternatives have been found so far. REACH addresses the production and use of chemical substances and their potential impacts on both human health and the environment it has been described as the most complex legislation in the Union s history and the most important in the last 20 years. It is the strictest law to date regulating chemical substances and will impact industries throughout the world. REACH entered into force in June 2007, with a phased implementation over the next decade. 

For understanding Registration, Evaluation, Authorisation and Restriction of Chemicals (REACFi) and the obligations that fall upon you, it is very important to indentify your role and define where you stand in the supply chain. Companies dealing with chemicals may have more than one role depending on what they do with a single substance (or different substances) they handle.

In general, waste is exempted from the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) Regulation (EC 1907/2006) as it is covered by separate waste management controls. However, once waste has been fully recovered and ceases to be waste, waste management controls cease to apply and REACH may apply instead at that point. Unless specifically exempted (e.g., because a substance has already been registered), producers may need to register substances recovered from waste and placed back on the market and make available appropriate hazard and safety information, for example a suitable safety data sheet. 

REACH (Registration, Evaluation, Authorisation and restriction of Chemicals) is a European Regulation which came into force on 1 June 2007 and was intended to create a framework for registration, evaluation and certification of chemical substances and the restrictions applicable to those substances. 

Table 12.25 briefly summarises the basic criteria that must be met by contaminants to be classified as POPs. Table 12.26 lists the original POPs included in the Convention, along with other high-risk pollutants, which were included in 2009 in the light of the (then) latest information. Also linked with efforts to restrict the movement of persistent substances in the environment is the implementation of the new EU policy REACH (Registration, Evaluation and Authorisation of CHemicals), which represents a new chemical control system to ensure that, by 2020 at the latest, only compounds with known properties are used in a manner that protects the environment and human health.
