Registration of Chemicals

All substances manufactured or imported in the EU at a 1 tonne per annum will have to be registered. The ECA will assign a registration number, perform a completeness check using an automated process, and maintain a database of registered substances. 

As soon as the REACH scheme begins operating, registration will be needed for new substances. Manufacture or import can begin 3 weeks after the registration is submitted, unless the ECA informs the registrant that the registration is incomplete. 

The deadlines for registration of existing phase-in substances are based on the date the new Regulation comes into force (Table 6). It is anticipated that ca 30,000 substances will be registered, and that around 80% will not proceed to the next evaluation stage. It is important to note that new substances already notified under the current DSD scheme (Section 2.1) are considered as registered under the new REACH system, but further information will be required at the REACH trigger quantities.

The richness and the long debate over REACH suggest the different approaches to chemicals management. Designed for the registration of chemicals, REACH would imply the shifting of burden to the industry. Industry experts on the other hand are very much concerned with additional layers of registration and its impact on business and the economy. 

Although numerous approaches to developing a predictive sensitization assay in mice have been proposed, MEST is one of only two assays sufficiently developed to warrant consideration as standardized assays (LLNA being the other). The MEST has been accepted by the Environmental Protection Agency for registration of chemicals under the Toxic Substances Control Act (TSCA). 

Even more significantly, risk assessment responsibilities have been devolved to the private sector. Registration of chemicals produced or imported in quantities of at least 10 t per manufacturer and per year (pm/py) must be accompanied by a Chemical Safety Report (CSR), which is a renamed but other otherwise largely unchanged risk assessment as formerly required from NRAs under Directives 67/548/EEC20 and 93/67/EEC.21... 

The latter became evident when the pre-registration of chemicals under the EU REACH regulation came to include over 146,000 chemical substances, 20 times the number anticipated by the EU Commission (Dancet 2009).

In principle, nontesting methods can be applied at different stages in the development and registration of chemicals, from in-house research and development to the compilation of dossiers on chemical safety for submission to regulatory authorities. In practice, the ways in which these approaches are used depends on the requirements of the specific legislation and the possibilities offered by regulatory authorities. 

The registration of chemical information is an application where we suspend MACCS. The MACCS-ORACLE application allows the person using it to add and correct the structure information for a given chemical entity or formulation in MACCS-II. When chemical and batch information needs to be manipulated, the MACCS display is switched to an ORACLE SQL FORMS display. REACH applies to substances manufactured or imported into the EU in quantities of 1 ton or more per year [17], It generally applies to individual chemical substances but may include some substances contained in objects (articles in REACH terms). The manufacturing and importing companies must register these chemical substances with the new European Chemicals Agency (located in Helsinki, Finland). This agency has set three major deadlines for registration of chemicals. The dates are usually determined by the number of tons manufactured or imported.

The purpose of INPUT CN is to allow the registration of chemical structures in a DARC-SMS data base and the registration of data in a DBMS data base in the same application (see Figure 12). The assignation of the CN (Compound Identification) is performed within the DBMS application with visual control in the DARC-SMS registration menu and the molecular formula and molecular weight computed in DARC-SMS are transferred to the DBMS. 

The actual registration of chemical structures, after the novelty check performed by DARC-SMS, can be performed within DARC-SMS or under the control of the DBMS application.
