Limited preliminary information is available on reproductive and developmental toxicity from the screening information data sets for high production volume chemicals. 

End November 2006, the number of ICCA substances evaluated and accepted by OECD the Screening information Data Set (SIDS) Initial Assessment Meetings (SIAMs) was 465 but in November 2007 it was close to 600. As the EU s new chemicals legislation, Registration, Evaluation, Authorisation and Restriction of Chemical substances (REACH) entered into force in June 2007, there is some concern about competition at European level with REACH requirements but it seems now that the data collected within the HPV programme would be recognised under REACH.

A9.6.4.4 The U.S. EPA has recently posted a draft document on its website Development of Chemical Categories in the HPV Challenge Program, that proposes the use of chemical categories to voluntarily compile a Screening Information Data Set (SIDS) on all chemicals on the US HPV list. .. A further OECD Council Decision in 1991 focused on HPV chemicals. These decisions prompted the development of a minimum hazard data set to describe an HPV chemical - the Screening Information Data Set, or SIDS. This includes physicochemical properties (melting point, boiling point, vapor pressure, water solubility, and octanol-water partition coefficient) environmental fate (stability in water, photodegradation, biodegradation, and an estimate of distribution/transport in the environment) environmental effects (acute toxicity to aquatic vertebrates, invertebrates, and plants) and human health effects (acute toxicity, repeated-dose toxicity, toxicity to the gene and the chromosome, and reproductive and developmental toxicity). 

At a minimum, the OECD s Screening Information Data Set (SIDS) should be available. The SIDS is a list of data elements similar to those which governments in most OECD countries require from industry before a new chemical can be marketed. It includes information on the chemical s identity, its physical and chemical properties, the indications on exposure and use, its environmental fate and how the chemical might be disseminated in the environment, as well as toxicological data. Existing chemical substances, especially those supplied in high volume, may be subject to review in one of the national or international evaluation programs, such as the OECD Screening Information Data Set (SIDS) scheme [7]. Existing data are reported initially, but new studies may be required subsequently to fill data gaps, especially if necessary for adequate assessment of the substance. The OECD has identified 20 metal substances as High Production Volume (HPV) chemicals (OECD 2009) (Table 7.3). HPV chemicals include all chemicals reported to be produced or imported at amounts exceeding 1,000 tons per year in at least one OECD manber country or in the European Union region. None of the metals identified as HPV chemicals have an OECD Screening Information Data Set (SIDS) (OECD 2007). The SIDS is described in http //www.oecd.org/Hpv/UI/Search.aspx.
