Until 1990 the EPA maintained a Hst of chemicals suitable for potable water treatment ia the United States. Siace then the entire question of certification and standards has been turned over to a group of organi2ations headed by the National Sanitation Eoundation, which has issued voluntary standards. As of January 1992, standards had been issued for most of the principal inorganic products, but only for two polymers, poly(DADMAC) and Epi-DMA (epichl orohydrin dimethyl amine) polymers (78). Certifications for commercial products meeting specified standards are issued by the National Sanitation Eoundation, Underwriter Laboratories, and Risk Eocus/Versar (79). 

Standards provide a base for a uniform system of accepted performance such as those found in engineering practice standards, material standards, and test standards. Hydrogen standards are typically written under a consensus process by technical committees (TC) representing a cross section of interested parties and issued in the United States, for example, by organizations such as the American Society of Mechanical Engineers (ASME) for pressure vessels, pipelines, and piping the Compressed Gas Association (CGA) for pressure vessel operation and maintenance and the Underwriters Laboratories (UL) for product certification. 

Certification. It is a benefit to the employer to ensure that the intrinsically safe electrical circuit is certified. Certification can be achieved through the use of a third party, such as Underwriters Laboratories or Factory Mutual Research. Both of these organizations have their own standards for approval which are based on NFPA 493. The certification is accomplished in three steps ... 

Underwriters Laboratories Inc. (UL) UL is an independent, not-for-profit product safety testing and certification organization. UL has tested products for public safety for more than a century with more than 14 billion UL Marks applied to products worldwide. UL has developed a standard for inverters that can be applied to fuel cells. 

UL 1741 Underwriters Laboratory 1741 is a standard for the testing, listing and safety certification for electric inverters. This standard is for static inverters and charge controllers for use in photovoltaic power systems, but may be used for fuel cells. 

Electrical safety. Most common commercial instruments have been certified for electrical safety by an organization such as UL (Underwriters Laboratory), CE, or CSA (Canadian Standards Association). However, certain less common instruments or custom-built instruments may have to go through a certification process at the time of installation. Certification required for electrical safety may take time to complete. A protective shield or casing may be required for automated systems with robotic arms for sample manipulation, to protect operators.

Founded in 1894, today Underwriters Laboratories has laboratories in the United States, England, Detunark, Hong Kong, India, Italy, Japan, Singapore, and Taiwan. Its certification mark is one of the most recognizable marks on products. 

Flame retardance is another critical attribute. As the industry continues to evolve. Underwriters Laboratory recognition continues to be essential. In addition to this, China Compulsory Compliance (CCC) is becoming more important due to the growth of the consumer electronics industry in the Pacific region. The China Quality Certification Center is responsible for defining products to meet CCC as well as managing the process to apply for registration. 

Private laboratories exist to offer independent testing, certification, and other technical services to customers for a fee. Some laboratories originally were set up to support the needs of the insurance industry. A well-known independent laboratory is the Underwriters Laboratory (UL). Another independent laboratory is now the FM Global Center for Property Risk Solutions, a part of the FM Global insurance organization. 

Underwriters Laboratory Incorporated is a nonprofit organization that conducts scientific investigations, studies, experiments, and tests related to hazards of life and property. As part of its role, it publishes standards, classifications, and specifications aimed at reducing hazards. It evaluates and tests products. It authorizes UL recognitions of tested products that comply with its standards. UL is best known for testing and certification of electrical equipment. Its services extend to fire-related and other products.

The two most important items in buying or reviewing eentral station supervision are the contract and the central station certifieate. The contract will allow a user to see the services provided and that these services meet his current requirements. The certificate is assurance that the installation and services provided meets the criteria outlined in NFPA 71 at the time the system was installed. A certified central station could be inspected by Underwriters Laboratory since 10% of the installations are inspected annually. This is to ensure that central stations are doing their job. When these certificates were first introduced, some central stations were asking for a considerable fee for the difference in the installation. This bewildered the people at Underwriters Laboratory since there was a very nominal cost involved with issuing the certificate. The installations should have already conformed with the current NFPA codes. There seemed to be no justification for the cost. Today, more central station offices provide the certificate service and this type of service is performing well for all types of industry. 

Throughout the conference, a dedicated group of researchers labored to improve the methods, tools, and techniques underlying Underwriters Laboratory methods. These methods, specifically the UL 746 standard test methods, are instrumental in assuring the safety of commercial products used in everyday life. The goal of the UL 746 sessions was to increase this safety level while decreasing the time needed to obtain a UL 746 safety certification. The hard work of these researchers is summarized in the first paper presented in this volume.
