This section covers only the tests that are essential on a completed motor, irrespective of the manufacturing procedure and stage quality checks. If ISO 9000 guidelines are assimilated, practised and enforced by a manufacturer so that a customer s trust is obtained, a final pre-despatch inspection by the customer may not be necessary. The customer, having gained confidence in the practices and Quality Assurance Systems of the manufacturer, may issue an authorization to the manufacturer to despatch the material under their own inspection certificate, rather than an inspection by the customer. Any designated, trained (8-hour HAZWOPER supervisor course as a minimum), and experienced individual responsible for the safety of an employee (such as team leaders or crew leaders) may perform the function of an experienced person to provide the supervised field experience required by HAZWOPER [1]. Although having the appropriate certificates of completion would satisfy regulatory requirements, you should also consider time of service and experience. A fresh college graduate with training certificates and minimal field experience may be less desirable to perform supervised field experience than the safety professional with years of substantial field experience. 

Only personnel who have completed the training prescribed by host organization health and safety personnel shall be allowed to work on host organization projects. Some projects may require contractor certification or special training as specified in the implementing purchase order. 

Contracts with the federal government require compliance with Executive Order Nos. 11625 and 12138 to utilize small and small disadvantaged businesses. The filing provisions you have made should enable your records to be readily retrievable however, you need to maintain your files if the stored information is to be of any use. In practice, records will collect at the place they are created and unless promptly removed to secure files may be mislaid, lost, or inadvertently destroyed. Once complete, quality records should not be changed. If they are subsequently found to be inaccurate, new records should be created. Alterations to records should be prohibited as they bring into doubt the validity of any certification or authentication as no one will know whether the alteration was made before or after the records were authenticated. The essence of a plant engineering contract will be that the plant actually performs to the criteria laid down in the design, and this must be established before a Practical Completion Certificate is even considered. Tests will need to be made to the plant, and then it will be commissioned by the contractor and left in a condition whereby it can be operated as specified. From the date of the Practical Completion Certificate, the contractor is no longer liable for liquidated damages, and the defects liability begins to run. Latent defects which appear for the next six or twelve months, depending upon the agreed period, have to be made good by the contractor, free of charge to the client.

Where a competent person is to carry out the work, he must complete section 3 as the certificate holder. The authorized person then issues him the top copy, which he must retain on him throughout the period the work is being carried out. The bottom copy is retained in the register. 

On completion or suspension of the work, the responsible person must return the top copy to the register, so that the authorized person ensures that sections 7 and 8 are completed on both top and bottom copies of the certificate. The bottom copy must always be retained in the register for record purposes. Before any suspended work is restarted, a new certificate must be raised and processed by the authorized person as above.
