Permitting system

Entry into Confined Spaces. In 1993 OSHA adopted a confined space entry rule (93) requiring employers to evaluate the workplace to (/) determine if it contains any confined spaces, (2) mark or identify such confined spaces, and (2) develop and implement a permit program for entry into such spaces. The program must include a permit system which specifies the steps to be taken to identify, evaluate, control, and monitor possible electrical, mechanical, and chemical ha2ards select and use equipment institute stand-by attendance and estabflsh communications. The reference standard (93) should be studied for details. [Pg.100]

Hot Work. The objective of a hot work standard is to prevent fires, explosions, and other causes of injury which might result from workplace ignition sources such as welding (qv), cutting, grinding, and use of electrically powered tools. The OSHA standards have specific requirements (36,94) for fire prevention and protection and a permit system. [Pg.100]

Describe how the EPA permitting system works. Go to www.eap.state.il.us/air/caap/ (this site is maintained by the Illinois EPA Bureau of Air and contains their Clean Air Act Permit Program) and determine the requirements. List the specific information you will need for the different types of air permits. [Pg.52]

To make sure that all contractors and subcontractors maintain a minimum level of safety performance, the client, or general or main contractor, should establish standards for compliance. During the project planning stage, affected prime contractors should have an opportunity to provide input and resolve differences. Cross-cut committees are encouraged to allow prime contractors to standardize or normalize such essential elements as procedures, permit systems, and training. [Pg.31]

Contract employees must perform their work safely. Considering that contractors often perform very specialized and potentially hazardous tasks, such as confined space entry activities and nonroutine repair activities, their work must be controlled while they are on or near a process covered by PSM. A permit system or work authorization system for these activities is helpful for all affected employers. The use of a work authorization system keeps an employer informed of contract employee activities. Thus, the employer has better coordination and more management control over the work being performed in the process area. [Pg.237]

A permit system is necessary for the safe conduct of maintenance operations. But issuing a permit in itself does not make the job safe. It merely provides an opportunity to check what has been done to make the equipment safe, to review the precautions necessary, and to inform those who will have to carry out the job. The necessity of saying this is shown by the following quotation from an official report ... [Pg.32]

When the plant is still in the hands of construction, the nonual permit-to-work procedure is not necessary, but an entry permit system should be in force. Before anyone enters a vessel, it should be inspected by a competent, experienced person who will certify that it is isolated and free from danger. While a tank is being built, when the walls reach a certain height (say, greater than the diameter) the... [Pg.253]

These errors are concerned with the transfer of information among people, either directly or via written documents such as permit systems. These errors are particularly pertinent in situations where a number of people in a team have to coordinate their activities. [Pg.215]

On the part of the contractor team, two root causes were identified, root cause 1 being insufficient training of the contractor team leader. He was uncertain of permit systems, specifically whether they should report in at the end of shift, and, if so, who should do it. The second root cause relates to the procedure used at the end of the shift for supervisors to sign back permits. Although according to procedure all workers should hand back permits to supervisors in person, in practice this did not occur. If no one is present, or they are busy, it had become common practice to either leave the permits on the supervisor s desk, or to sign them back in the morning. [Pg.300]

Therefore, in the cucumber-TMV system, tannic acid treatment had no effect on the establishment of infection it merely suppressed the expression of starch lesions and at the same time interfered with the defense mechanism of the host, permitting systemic spread of the virus. [Pg.100]

Where such internal inspection work is carried, out a safety checklist and processes for confined space entry permit system and tag-out/lock-out MUST be undertaken before any person enters the boiler. The inspection of waterside surfaces should be carried out by a suitable qualified person and will benefit from employing either an instant camera or a video camera (Horoscope or similar fiberoptic-based device) to record any parts of the boiler where corrective action is needed. [Pg.124]

In the first part of the chapter, we intend to revise the traditional analysis of the choice of environmental policies. The following part deals with the comparison between tax and tradable permit systems. Then the role that can be played by the insurance sector is considered. The different policy instruments are considered in the framework of climate as an economic global public good. And, finally, some conclusive remarks are presented in relation to the COP 21 conference in Paris in terms of the future policies against GHG effects. [Pg.27]

This chapter aims to describe the traditional theory on the choice of environmental policies following an economic analysis of law (EAL) approach (Section 2) to analyze the comparison between tax and tradable permit systems (Section 3), to outline the role of the insurance sector (Section 4), and to consider the different policy instruments in a context of economic global public goods. The final objective is to take into account the future COP 21 conference in Paris in terms of the choice of policy instruments against GHG effects. [Pg.28]

CAC instruments use to be compared with MB instruments that are characterized by a private administration and enforcement system and stimulate indirectly the behavior of the firm. There are essentially two different types of those instruments taxes that are fees imposed on emitters proportionate to the total amount of emissions released into the environment (they could be divided into emission charges, product charges, and user charges) and marketable (or tradable) permit systems that provide a fixed number of permits equal to the allowed total emissions, distributing them among polluting firms in a specific area. [Pg.30]

The two types of MBI instruments can be seen in the following two different approaches on one side, taxes follow a price approach because producers adjust the quantity, given a fixed price put on emissions on the other side, a tradable permit system follows a quantity approach because the price is adjusted according to supply and demand, given a maximum quantity of emissions allowed. [Pg.30]

A tradable permit system is defined as quantity-based environmental policy instrument. The regulatory authority stipulates the allowable total amount of emissions (cap) and the right to emit becomes a tradable commodity. Under a cap-and-trade system, prices are allowed to fluctuate according to market forces. Thus, the price of emissions is established indirectly. Permits could be allocated to firms through auction or free allocation. [Pg.30]

In Table 1, we have summarized the main differences among CAC, carbon tax, and tradable permit system. [Pg.31]

Preparation of Equipment for Maintenance The essential feature of this procedure is a permit-to-work system The operating team members prepare the equipment and write down on the permit the work to be done, the preparation carried out, the remaining hazards, and the precautions necessary. The permit is then accepted by the person or group who will carry out the work and is returned when the work is complete. The permit system will not make maintenance 100 percent safe, but it reduces the chance that hazards will be overlooked, lists ways of controlling them, and informs those doing the job what precautions they should take. The... [Pg.109]

German water authorities adopted a permit system for effluent emission where the requirements are based on fish toxicity [195]. Daphnia, algae, and luminescent bacteria are including for a screening additionally to the fish test. In this scheme the fish test Goldoifo Leuciscus idus) is stiU considered to be the only test producing definitive results. [Pg.45]

In the late 19th century successive waves of immigrants flooded into U.S. cities from Italy, Ireland, Germany, and other countries. The neighborhoods in which they settled were often perceived to be crime ridden, and an increasing number of gun control measures were passed in response. Finally, in 1911, New York State enacted the Sullivan Law, which was the first state law that created a strict permit system for handgun ownership. [Pg.16]

When two or more reactants first approach one another, non-covalent recognition and attraction of the molecules or of parts of the molecules takes place and permits system aggregation, which may be of importance in obtaining the reaction products. For instance, the approach of a carbocation to a n system of olefins starts by forming a charge-transfer (CT) complex which precedes the formation of the C—C bond6. [Pg.368]

Production of POPs In accordance with the provisions of the Regulation on the Safety Manage ment of Hazardous Chemicals, a permit system is applied to the manufacturing and operation of POPs. In order to implement this management system, relevant government organizations issued the Measures for Permit Administration of Hazardous Chemicals in 2002, the Measures for Implementation of Work Safety Licenses of Hazardous Chemical Production Enterprises in 2004, and Measures on Safety Inspections of Construction Projects of Hazardous Chemicals in 2005. [Pg.163]
