Non-proliferation

He is a recognized expert in solid state and materials chemistry and environmental chemistry. He has active programs in solid state f-element chemistry and nanomaterials science. His current research interests include heavy metal detection and remediation in aqueous environments, ferroelectric nanomaterials, actinide and rare-earth metal sohd slate chemistry, and nuclear non-proliferation. He currently maintains a collaboration in nuclear materials with Los Alamos National Laboratory and a collaboration in peaceful materials science development with the Russian Federal Nuclear Center - VNIIEF, Sarov, Russia, U.S. State Department projects. He has published over 100 peer-reviewed journal articles, book chapters, and reviews, while presenting over 130 international and national invited lectures on his area of chemistry. Dr. Dorhout currently serves as Vice Provost for Graduate Studies and Assistant Vice President for research. He has also served as the Interim Executive Director for the Office of International Programs and as Associate Dean for Research and Graduate Education for the College of Natural Sciences at Colorado State University.

A permanent geologic repository is also important to our non-proliferation goals an alternative to reprocessing. . . storage for foreign research reactor fuel. . . and an option for the disposition of surplus plutonium from nuclear weapon stockpiles. 

To fill this gap, we will need to increase our nuclear energy R D to cover the complete spectrum of research needs. . . from power generation. .. to non-proliferation. .. to waste disposal. The Department s Nuclear Energy Research Advisory Committee - NER4C - is currently working on an analysis of nuclear R D needs. The fact that spent fuel reprocessing and recycle are essential components ofgood nuclear non-proliferation and radioactive waste management practices. These actions are needed so that more efficient use can be made offissionablc materials, and unwanted radioactive fission products can be disposed of without need for permanent safeguards. In addition, potential weapons usable materials are destroyed through beneficial use. 

The fact that fast reactors are an essential component of good nuclear non-proliferation practice since they destroy through beneficial use, nuclear material and source materials that could be used to make weapons. 

I would like to address here the issues of non-proliferation of nuclear weapons and of the competitiveness of nuclear power.

Bolton s opinion was bolstered in June 2005 by Senator Richard Lu-gar s survey of 85 non-proliferation and national security analysts from the United States and other nations. It was designed in part to characterize the risks related to the terrorist use of CBRN. The survey revealed that experts believe the probability of an attack somewhere in the world with a CBRN weapon was 50% over the next five years and 70% over the next ten. An attack with a radiological weapon was seen as the most probable with the likelihood of an attack with a nuclear or biological weapon considered about half as plausible [37]. The average probability of a nuclear attack in the next ten years was nearly 30%, with experts almost evenly divided between terrorist acquisitions of a working nuclear weapon versus self-construction [37]. The average risk estimate over ten years for major chemical and biological attacks was 20%. Senator Lu-gar concluded The bottom line is this for the foreseeable future, the United States and other nations will face an existential threat from the intersection of terrorism and weapons of mass destruction. ... 

Abiontic, involving free extracellular enzymes or solubilizing agents, enzymes bound to soil surfaces, enzymes within dead or non-proliferating cells, or enzymes associated with dead cell fragments. Extracellular enzymes are important in the initial stages of organic matter oxidation, in which polysaccharides and proteins are hydrolysed to soluble compounds that can be absorbed by microbial cells and further oxidized in biotic processes. 

Class 1 agents (e.g., radiation, mechloreth-amine, and carmustine) exert their cytotoxicity in a nonspecific (i.e., non-proliferation dependent) manner. They kill both normal and malignant cells to the same extent.

The entry into force of the 1993 CWC on 29 April 1997 was unique in the history of arms control. This agreement both banned an entire class of weapons and simultaneously addressed chemical proliferation concerns. It was not, however, the attention to non-proliferation that made the Convention unique, rather that the CWC incorporated an elaborate international system for verification of compliance.1...

Second, the United States should devise and fund programs intended to generate information from primary sources (as opposed to secondary news sources) about the weapons complexes to fill in some of the gaps in the current understanding of the knowledge-diversion problem.
