The defenders of such a policy, of course, promote the argument that the market has to improve its (eco) toxicological competence. Wishful thinking Even KEMI has only a handful of trained experts to perform adequate risk assessments. Delegating responsibility for implementing a poorly defined PP down to individual consumers represents a cowardly and unacceptable behavior of the Swedish state, especially in a situation when KEMI employees themselves lack clear guidelines on how to interpret and implement the PP. [Pg.253]

Another important factor to consider in any quality control program is personnel. Procedures should be established to verify qualifications, provide and evaluate continuous training, and assess and document job performance. Education and training are essential to maintaining competency. Those individuals who perform the processes within research and development and those responsible for monitoring and control should be qualified, properly trained, and understand the accepted standards and guidelines. There must be a commitment on the part of employees to abide by them as well. [Pg.88]

A job safety assessment or analysis should be performed at the start of any task or operation. The designated competent or authorized person should evaluate the task or operation to identify potential hazards and determine the necessary controls. This assessment should focus on actual worksite conditions or procedures that differ from or were not anticipated in the related project or phase hazard analysis. In addition, the authorized person should ensure that each employee involved in the task or operation is aware of the hazards related to the task or operation and of the measures or procedures that workers and visitors must use to protect themselves. Note The job safety assessment is not intended to be a formal, documented analysis, but instead is more of a quick check of actual site conditions and a review of planned procedures and precautions. A more detailed explanation of job safety analysis is provided in Chapter 12. [Pg.71]

Additional Inspections. In addition, the competent person shall make frequent and regular inspections of the job sites, in order to perform the duties set out below in paragraph (o)(3)(i) of this section. For Class I jobs, on-site inspections shall be made at least once during each work shift, and at any time at employee request. For Class II, III, and IV jobs, on-site inspections shall be made at intervals sufficient to assess whether conditions have changed, and at any reasonable time at employee request. [Pg.893]

All documents created for a project should be reviewed by an independent person from the creator of the document. At certain stages of the lifecycle, the standard recommends that a functional safety assessment be performed by an assessment team that contains at least one senior, independent, competent person. This independent person can be an employee of the company or a contracted third-party, as long as the reviewer understands the process hazards, the company s management system, the full SIS lifecycle, and the fundamentals of appropriate design, installation, operation, maintenance, testing, and reliability. This person should not be part of the project team, report to project team management or plant operations, and should have the authority to prevent the project from proceeding if deviations are not addressed. [Pg.55]

The same content can be delivered on- and ofif-the-job. On-the-job may involve one-on-one training under a supervisor or other experienced employee, but these should have had train-the-trainer training, i.e. training in how to train, and assess competency. [Pg.515]

The measurement of WBV is very difficult and may only be measured accurately by a specialist competent person. If the risk assessment has been made and the recommended control actions are in place, there is no need to measure the exposure of employees to vibration. However, the HSE have suggested that employers can use the following checklist to estimate whether exposure to WBV is high ... [Pg.311]

Organization involves consultation and communication with employees employee involvement in risk assessment the provision of information and securing competence with suitable instruction and training. Control involves clarifying responsibilities and making sure people adequately fulfil their responsibilities. It involves adequate and appropriate supervision. [Pg.446]

Where employees are likely to be exposed to noise levels at or above the lower exposure action value, the employer must ensure that a noise survey is carried out by a competent person (reg. 4). Records of this assessment must be kept (reg. 5). In some cases the level of noise to which an employee is exposed varies considerably over the duration of a shift making it difficult to assess the exposme from a single or a few spot measurements. The use of a dosimeter will enable a single figure to be derived for a shift. The dosimeter is worn with the microphone close to the ear for the period of the shift and the results either read directly from the instrument or downloaded to a computer. When using the dosimeter it is important that the wearer works to his or her normal pattern and does not spend longer than normal periods in a noisy environment. Where a noise risk has been identified there is a requirement on the employer to reduce the emission to the lowest reasonably practicable level (reg. 6). [Pg.554]

In the situation you have described, the competent person must be able to assess the load of employees, equipment and materials placed on the scaffold s foundation. While an engineering degree is not a prerequisite, that assessment normally requires some technical skills, and the competent person making that determination would have to have those skills. [Pg.426]

Employers are duty bound to provide information to their employees on, for example, the arrangements for emergencies, competent persons and the risks to their health and safety identified by assessments. Information should also be provided on the preventive and protective measures required to prevent harm occurring. Where a child is employed (under school leaving age) by an employer, such information that would normally be provided to an employee will also be required to be provided to a parent. [Pg.11]
