Paint Driers and Polymer Additives. Paints based on alkyd resins (qv) dry by the oxidation and cross-linking of unsaturated side chains. Metal catalysts are included in paint formulations to promote this drying. Cerium carboxylates, eg, the naphthenate, are used as through driers, ie, to promote drying in the body of the paint film rather than at the film s surface (44). 

For painted structures it is essential that an additional paint coating be applied as soon as there is evidence of paint breakdown. The Protective Coating Sub-committee of BISRA recommend painting of steel surfaces when 0-2-0-5% of the surface area shows evidence of rust. Delay in repainting may be a false economy, as if rusting is extensive it may be necessary to clean down to bare metal before paint can be applied. 

About 100 billion pounds of chemicals and polymers are made from ethylene each year. In fact, over 40% of all organic chemicals produced are based on ethylene. These ethylene-based materials are found in almost every conceivable application encountered in daily life, for example, containers, flooring, adhesives, pharmaceuticals, oil and gasoline additives, paints, surfactants, etc.

Specimens ( 18) rinsed with phospho-chromic solution show higher values of resistance and lower values of capacitance with respect to non-rlnsed specimens ( 20) both having 80 ym of paint thickness.

There is pressure to reduce or even eliminate the use of cadmium. The element is included in a draft list of persistent, bioaccumulative and toxic pollutants prepared by the US Environmental Protection Agency (EPA) in 1999. In many countries the cadmium contents of air, water, food additives, paints and pesticides are regulated.
