Workforce availability

Constraints are given as resource utilization restrictions (e.g., shift regimes, workforce availability, energy, catalyzer). In addition relations between different dynamic data objects are defined (e.g., setup matrix, order network). Constraints can be considered as hard (must be satisfied) or soft (violations are visualized) in a given time interval with regard to calculation of derived dynamic data.

Even if geological conditions for the presence of hydrocarbons are promising, host country political and fiscal conditions must also be favourable for the commercial success of exploration ventures. Distance to potential markets, existence of an infrastructure, and availability of a skilled workforce are further parameters which need to be evaluated before a long term commitment can be made. 

Three major themes have been emphasized in this chapter. The first is that an effective data collection system is one of the most powerful tools available to minimize human error. The system consists of two parts. These values are prominently displayed on the material s Material Safety Data Sheet (MSDS), which must be maintained and available for the workforce. 

Another key question is, What exactly is the problem The problem is the dearth of diversity in the workforce. One example is the fact that only 18 African Americans and only 22 Latinos are currently employed in chemistry faculty positions by the top 50 institutions as ranked in a recent National Science Foundation (NSF) study. The top 50 institutions have been defined as those receiving the most governmental or private research funds available to academia. It does not mean that these are the best institutions it just means that they are getting the most funds. The net effect of these statistics is that we are averaging less than one African American or Latino per each one of these institutions. Thus the numbers are small. 

At this point a study should be undertaken to determine the benefits to be realized by the new facility as well as the costs to be incurred. Costs arise from not only construction but also ongoing operation and maintenance. These costs are affected by the plant location and the availability of a trained or trainable workforce. Does the day-to-day operation of the facility generally require that special attire be worn Are special procedures, possibly more time consuming than those presently used, required It is important that this study is complete and accurate in order to prevent any unrealistic expectations on the part of management and plant operations and to permit advanced planning for revised procedures once the facility is in use. 

Eventually, in the middle 1990s, the imbalance between supply and demand resolved, at least to the extent that retail employers were able to open new pharmacies and institutional pharmacies were not hampered by workforce shortages. Meanwhile, the efforts to understand the dynamics of the early 1990s shortage led to the realization that data collection on the pharmacist workforce was insufficient. Most available data about workforce issues related to supply while the ability to study demand issues was very limited. Unless both supply and demand data were available and could be compared, it was virtually impossible to reach defensible conclusions about the cause of a workforce imbalance. In response, the PMP committed to a broader collection of data about the pharmacist workforce including demand data. These efforts were hastened by evidence of another shortage of the latter 1990s.
