A large portion of the cost of any manufactured item is represented by labor. Although labor rates are more and more becoming similar in most parts of the country, factors such as skill, labor relations, and the general welfare of the work force affect labor productivity and efficiency. Over a period of 20 years, it is possible for a company, even one that is not growing, to experience numerous changes in its business, product markets, competition, government regulations, available technologies, business strategy, labor markets, and so on. These changes are the inevitable products of its interaction with a world that is not static. 

It is characteristic of U S. labor markets for scientific and engineering persormel to experience severe shortages and overcompensating excesses. Now is the time for the federal government and tmiversities to build a research and education base in academia that can respond flexibly and efficiently to the persormel demands that will inevitably come. Now is the time to prepare a cadre of chemical engineers who will interact as easily and successfully with life scientists as chemical engineers cmrently do with chemists and physicists. 

Man brings his labor power to the market, and he is alienated inasmuch as the factory owner extracts his surplus labor from him. This is what makes man a social being. And this is precisely what most scholarship on alchemy suppresses. Perhaps the dream of alchemy is not so much about infinite riches or spiritual renewal, but autonomy from the labor market.

The next step is development of a proposal for funding from HRDC for a comprehensive human resources study of the pharmacy profession in Canada to develop the foundation required to properly manage current and future pharmacy human resources.
