Fourteen formulations of chemical alternatives were submitted to EPA under confidentiality and they were assessed based on numerous human health and ecotoxicity endpoints in addition to bioaccumulation potential and environmental persistence. They were also screened for potential exposure to workers, users and the aquatic environment. Where data gaps existed, EPA experts used models and chemical analogs to estimate the hazard for a particular endpoint. The literature and test data reviews were published in the final report, Environmentally Preferable Options for Furniture Fire Safety Low Density Furniture Foam . In addition, each hazard endpoint was ranked with a concern level (High, Moderate or Low) based on the criteria used by the EPA s New Chemicals Program to rate the concern level of new chemicals submitted under the Toxic Substance Control Act (TSCA). As seen in Figure 8.2, where the hazard endpoint rankings are bold, the value is based on experimental data. Where the hazard endpoints are presented in italic font, the value is estimated based on models or chemical analogs. In this way, detailed hazard information was summarized and presented in a clear and concise format. 

As informed Dr. A.I. Korableva from Institute for Environmental Management and Ecology under the National Academy of Sciences of Ukraine in the report "Environmental impact of automobile transport by example of Dnepropetrovsk", Dnepropetrovsk with its annual discharge of air pollutants of 177,000 t (as of 1996) is among the worst affected cities in Ukraine. In these, the automobile transport was found to be responsible for at least 30 % of the total emissions which are 15 times the maximum permissible level. Aside from the dust, chemical, photochemical and noise pollution, there is the aspect of street washout of automobile-related pollutants into the River Dnieper. The measured annual receipts of lead, particulates and petroleum derivatives via rainwater and thaw water to the river are 0.45, 80,000+ and 1.8+ t respectively. The actual levels of petroleum derivatives in storm water sometimes were 206 times the maximum permissible concentration (MPC) for the fishery basins. At 34 km downstream from the city, the estimated levels of petroleum derivatives and particulates are 61 and 10.8 times the respective MPCs. The airborne lead is mainly accumulated in the soil of housing areas.

By the end of the 1980s, the idea of both measuring and reporting environmental performance at corporate level had been flagged up as a key factor in the pursuit of sustainable development at both national and global levels. 

It is interesting to note the observations made by the ACCA with regard to NGOs and public sector bodies. Here, they report that the number producing CERs continues to be minimal. Also as yet, despite their many demands on industry to report environmental performance, the environmental pressure groups do not appear to have produced CERs.

Data used a yes score has been awarded since the CER reports environmental data for three key indicators every year between 1987 and 1998, and two injury rate indicators, which are also reported for 1999. 

Downside reports environmental risk, liabilities and legal issues are discussed at some length in the report These discussions, together with the way operations and impact data are reported, suggest that the downside is being reported in the CER. 

The site and divisional reports also report environmentally related complaints, fires and releases. 

Thus in addition to the basic title of Environmental Report, a significant number of the CERs also have the words Health and Safety in the title, denoting the growing focus on this aspect. Also, it can be seen that a number of the companies in the chemicals sector choose to report environmental performance under the auspices of Responsible Care .
