Materials storage fire protection

There are many lire protection problems in warehouses. One should refer to the NFPA National Fire Code and other sources for more details about storing particular materials and fire protection in warehouses. Fire protection consideration includes type of commodity, ease of ignition, rate of fire spread, and rate of heat produced. Other factors are quantities of material stored, how they are stored, height of storage, and accessibility. Distance to other commodities can also be important. For example, fuels must be separate fiom oxidizers. All these characteristics help determine the fire hazards and suitable designs and controls. 

Included ia the OSHA regulations are standards for safe work practices such as lock-out/tag-out and confined space entry, personal protective equipment, storage of hazardous materials, welding process, forklift operation, and requirements for fire protection. Basically, all activities within a chemical facihty are covered by OSHA standards.

In addition, restrictions on industrial air emissions under the Clean Air Act (CAA) as amended in 1977, the Clean Air Act Amendments (CAAA) of 1990, and other state and local statutes and regulations have universal impact on the storage of toxic materials, with direct and significant effects on the design and operation of toxic material storage facilities. Whereas the primary factors which once determined how air emissions from storage tanks were handled were fire protection and loss prevention, in recent years environmental protection concerns nearly always determine the extent and nature of the air emission controls required to be installed. 

Provide adequate fixed fire protection for tanks and vessels containing flammable, unstable or reactive materials. This can include fire loops with hydrants and monitors in the storage area, foam systems for individual tanks, and deluge spray systems to keep the exposed surfaces of tanks cool in case of fire in an adjacent tank.

Guidelines for Safe Storage and Handling of Reactive Materials (CCPS, 1995) provides essential information to assist in materials assessment and analysis as well as general and specific design considerations for storage and handling of reactive materials and the appropriate fire protection. 

From a fire protection view, all proposed or existing outdoor storage areas should be reviewed, assessed and controlled as to type and quantity of material stored and that the storage area boundaries are well defined. The review and assessment should consider the fire or explosion hazards that the outdoor storage presents to nearby operations or that may be presented by those operations to the storage area itself.
