Integrated Pollution Prevention and Control IPPC Directive

EEC (1996) Integrated Pollution Prevention and Control (IPPC) Directive 96f61fEC. European Commission, Brussels. [Pg.499]

It is important, however, to note that the terms used by policy makers (and in law) are not consistent. For example, under EU law binding air quality standards are termed limit values. However, the Integrated Pollution Prevention and Control (IPPC) Directive, which regulates industrial pollution, uses the term environmental quality standard and makes clear that the limit values are environmental quality standards. Both technical experts and lawyers, therefore, can use different terms in similar contexts. This variation not only can be found between media (e.g., air and water standards) but also can occur within a single medium. [Pg.7]

The single most discussed issue of harmonisation must have been and still is the scope of the EU ETS Directive. Despite efforts by the Commission to use in the Directive s scope definition wording extracted from previous legislation (the Integrated Pollution Prevention and Control (IPPC) Directive), the desired clarity failed to materialise. Three... [Pg.236]

The register represents a key element of the Integrated Pollution Prevention and Control (IPPC) Directive. It is also linked to the 1999 Aarhus Convention on Access to information and public participation in environmental matters , which includes the disclosure of site-specific information of relevant polluting sources. The EPER will be a further step in improving public awareness and meeting the public right to know requirement. [Pg.40]

In the European Union, for example, the Integrated Pollution Prevention and Control (IPPC) Directive requires the operator to use the Best Available Technique (BAT) to protect the environment. This includes the concept that the cost should not be excessive . The term technique covers both technology and operating/maintenance practices. Thus, a new plant is expected to comply with BAT, which will change as advances are made. An existing plant will be required to up-grade to the BAT (which may differ from that for a new plant) after an appropriate period. [Pg.384]

The Integrated Pollution Prevention and Control (IPPC) Directive (96/61/EC) must be implemented in all Member States by 31 October 1999. It is being introduced across Europe to improve the standard of environmental protection. The purpose of the Directive is to achieve prevention and control of pollution arising from the range of activities listed in Annex 1 of the Directive. It lays down measures designed to prevent, or where that is not practicable, to reduce emissions to air, land and water from these activities, including measures concerning waste. [Pg.395]

In the legislation of different national governments, some limits were defined especially for wastewater and air. The activities in Europe are covered by the Council Directive 96/61/EC concerning Integrated Pollution Prevention and Control (IPPC) [9]. This means that all... [Pg.367]

Commission Decision of 17 July 2000 on the implementation of a European pollutant emission register (EPER) according to Article 15 of Council Directive 96/61/EC concerning integrated pollution prevention and control (IPPC), Official Journal of the European Union, EC, 2000, No.L.192. [Pg.320]

Effluent control as part of a Direct Toxicity Assessment (DTA) approach (UKWIR, 2001), based on the recommendations of a DTA Demonstration Programme completed in 2000. Toxicity-based conditions may be implemented as part of Integrated Pollution Prevention and Control (IPPC) authorisations or to control emissions under the Water Resources Act. [Pg.35]

Directive 1996/61/EC on Integrated Pollution Prevention and Control (IPPC), and the incineration of waste. The cement sector proposed that waste combustion (other than biomass) be considered. A factor of 1 was used for this purpose (Spanish NAP, p. 50). [Pg.201]

In Europe there is already legislation controlling solvent emissions in many countries. The EU is also working on a draft legislative framework - the Directive on the Limitation of the Emission of Organic Compounds Due to the Use of Organic Solvents in Certain Processes and Industrial Installations. As currently drafted, this Directive is based on the principles of BAT it will operate under Integrated Pollution Prevention and Control (IPPC) principles and require that any mechanism to reduce VOC emissions should be ... [Pg.113]

In the European Union the key instrument governing the prevention and control of pollution is the 1996 IPPC (Integrated Pollution Prevention and Control) Directive [10]. Member States were required to implement this Directive through national legislation and regulation by September 1999. [Pg.47]

Directive (96/61/EC) concerning integrated pollution prevention and control The IPPC Directive is designed to prevent, reduce and eliminate pollution at source through the efficient use of natural resources. It is intended to help industrial operators move towards greater environmental sustainability. [Pg.18]

The Industrial Emissions Directive (lED) 2010/75/EC, replacing the former IPPC Directive (Integrated Pollution Prevention and Control) forces the Member States to deliver to large companies falling nnder the scope of the IPPC a permit that is based on the best available techniqnes (BAT). BATs are existing techniqnes that are most... [Pg.25]

The EU s requirements are put forward in EU Directive 96/61/EF (IPPC Directive, Integrated Pollution Prevention and Control). The IPPC Directive with BREF (BAT REFerence document) will regulate all environmental aspects in one concession including energy and silica powder recovery. [Pg.504]

IPPC is based on EC directive 96/61 and is the successor to the UK Integrated Pollution Control Act (IPCA), the important difference being the prevention aspect. In England and Wales the EA is responsible for the implementation of IPPC (Scottish Environment Protection Agency in Scotland). In summary, the aims of IPPC may be expressed as ... [Pg.56]

In Europe, the Integrated Pollution and Prevention Control (IPPC) bureau passed a new Industrial Emission Directive (lED) in 2010 to reduce NOx emissions and implement the Best Available Techniques (BAT) in glass furnaces [3]. The Best Available Techniques Associated Emission Levels (BAT-AELs) essentially requires that most air-fired container and flat glass furnaces achieve NOx levels below 800 mg/Nm (see Tables 1 and 2). The directive is effective since April 2012 aU new furnaces must immediately comply and old furnaces will have to comply by 2016/2017, even though regional authorities can negotiate and implement limits on a plant specific basis. [Pg.70]
