Implements a new system of pollution control. Integrated Pollution Prevention and Control (IPPCj, which will eventually replace IPC and EAPC under the Environmental Protection Act 1990.

The production of the virgin fibre-based papers (boxboard and corrugating base paper) needs, in comparison to recycled fibre-based papers, more resources. Based on data from the report of IPPC (Integrated Pollution Prevention and Control) and calculations according to Table 1, the additional yearly consumptions equal for water 63.1 Mio m3, for electricity 3.9 Mio MWh and for thermal energy 34.2 Mio GJ in terms of steam.

In the European Union the key instrument governing the prevention and control of pollution is the 1996 IPPC (Integrated Pollution Prevention and Control) Directive [10]. Member States were required to implement this Directive through national legislation and regulation by September 1999.

In the United States a comprehensive document has been pubhshed by the EPA [25] outlining Best Available Treatment options and the regulatory treatment of effluents arising from pharmaceutical manufacture. However, the most comprehensive control system is currently that provided in the EU by the Directive on Integrated Pollution Prevention and Control [26], and this is becoming a model for the development of similar legislation across the world. 

It is important, however, to note that the terms used by policy makers (and in law) are not consistent. For example, under EU law binding air quality standards are termed limit values. However, the Integrated Pollution Prevention and Control (IPPC) Directive, which regulates industrial pollution, uses the term environmental quality standard and makes clear that the limit values are environmental quality standards. Both technical experts and lawyers, therefore, can use different terms in similar contexts. This variation not only can be found between media (e.g., air and water standards) but also can occur within a single medium.
