As a further activity the Austrian Federal Ministry of Agriculture, Forestry, Environment and Water Management (BMLFUW) in co-operation with the OECD organised an international conference in Vienna in November 2003, which was called "Experiences and Perspectives of Service-oriented Strategies in the Chemicals Industry and Related Areas". The conference was attended by around 100 participants from 16 countries. The conference gave an excellent overview about international approaches how to introduce service elements into the chemical business. The participants comprised representatives from authorities, the chemical industry, in particular down stream users, process engineers and economists along with representatives from academia. 

Due to the Austrian initiatives and in particular due to the ambitious activities of UNIDO, service-oriented approaches represent a growing and promising tendency both within chemicals policy as well as within the chemicals industry. These models are eco-efficient by nature and show a tremendous potential in terms of achieving ecological as well as economic benefits. 

Chemical Leasing is a service-oriented business model that shifts the focus from increasing sales volume of chemicals towards a value-added approach. The producer mainly sells the functions performed by the chemical and functional units2 are the main basis for payment.

CRBPC s Rx D Code of Marketing Practice provides that member companies must not distribute service-oriented items or conduct "special promotions", which cannot be justified if subjected to scrutiny by members of the health professions and the public (CRBPC 2005). Acceptable service-oriented items are defined as items the primary goal of which is to enhance the healthcare practitioner s/patient s understanding of a condition or its treatment. Service-oriented architecture (SOA) is a hot topic these days and is considered by many people to be the enterprise computing framework of the future. In SOA, each software unit runs on a piece of hardware as a service that can be called by many different consumers. For example, a compound registration service can be called by a library enumeration tool and a chemistry e-notebook to fulfill compound registration tasks. The most popular SOA is Web services that are based on HTTP and XML or SOAP standards although SOA as a concept has existed for awhile and is not limited to Web services. SOA has a lot of advantages, the most important of which is code reuse and improved productivity. However, it also presents a lot of challenges. 

Buyers may use outsourcing as much as possible. This is a modem trend (or perhaps it merely seems so) and often finds favor. Also, buyers may require additional labor services or may relinquish much of the day-to-day water treatment work normally accepted as an in-house function and pass over to water treatment service company contractors. This may include functions such as the disposal of empty chemical drums, chemical tank fillup, or equipment hookups. Such service-oriented contracts are fine, but the buyers cannot totally abrogate all control and have to take responsibility, in the final analysis, for policing their own contracts. 

Service-Oriented Rules of Thumb Strigle (Packed Tower Design and Applications, 2d ed., Gulf Publishing, Houston, Tex., 1994) proposed a multitude of rules of thumb as a function of the service, column pressure, and physical properties. These rules are based on the extensive experience of Strigle and the Norton Company (now merged with Koch-Glitsch LP). 

BioTeKS thus is composed of almost all functionalities to analyze biomedical literature including patents for mentions in text of chemical and biological as well as medical entities and the extraction of their relationships. The advantage of the implementation of this system as a UIMA-based, service-oriented architecture is that annotators can be added or replaced depending on the needs of the user of the system. In essence, the only service that is missing from the complex BioTeKS is an analysis service for the annotation of chemical structure depictions.
