Stating a definition of safety is often overlooked in safety research, and the concept of safety is not as obvious as it may seem, often being associated merely with the absence of risk. Literature contains many different definitions of risk (see for different examples of definitions Adams (Adams, 1995) Lees (Lees, 1996), IEC 61508 (IEC 61508, 2000)). The concept of accident and incident are commonly used in safety research, but because various definitions of these concepts exist it is important to state them here. Accident and incident are both defined as unexpected sudden sequences of events with undesired outcomes, inflicting damage to people, property and/or the environment. The short duration of the onset distinguishes accidents and incidents (sudden events) from health and industrial diseases like asbestosis, etc. 

Having set the fundamental concepts in safety research (i.e. safety, risk, accident, incident, near miss), the history and current status of the field of safety measurement will be discussed. 

Having set the fundamental definitions in the field of safety research, this Section discusses how the determination of safety indicators developed over time, and why it is still possible for accidents to happen in the chemical process industry.

Food Safety and Inspection Service (FSIS) sets standards for food safety and inspects meat, poultry, and egg products produced domestically and imported. The Service inspects animals and birds at slaughter and processed products at various stages of the production process, and analyzes products for microbiological and chemical adulterants. FSIS also informs the public about meat, poultry, and egg product food safety issues. FSIS works with the Research, Education and Economics mission area on food safety research issues and the Animal and Plant Health Inspection Service on instances where animal diseases impact food safety. FSIS also facilitates the management of US activities pertaining to the Codex Alimentarius Commission, an international organization created by the United Nations, to promote the health and economic interests of consumers while encouraging fair international trade in food.

Drugs are classihed into several categories. These are synthetic drugs, TCM, and biological products. The SFDA stipulates compliance to GMP for medical products, GCP for clinical trials, and GLP for nonclinical drug safety research. 

The first well-publicized incident wherein an LNG spill on water produced an explosive vaporization took place during the 1968-1969 tests carried out by the U.S. Bureau of Mines Safety Research Center in Pittsburgh (Burgess et al., 1970, 1972). Under contract to the U.S. Coast Guard, they were studying the spreading and vaporization rates of LNG on water. 

A direct result of the work by Maleki et al. is the gradual shift of safety research from carbonaceous anode to cathode materials. Current NMFS seafood safety research, both inhouse and through contract studies addresses concerns such as heavy metals, pesticides, petrochemicals, other industrial chemicals, marine biotoxins, and pathogenic organisms.
