It has proved an advantage that the safety management system encompasses the aspects of process and plant safety, occupational safety and protection of the environment this is the holistic approach (cf. [7]). 

A diagnostic of a safety management system is a holistic approach that reviews an organization s management infrastructure and determines if the appropriate processes are adequate and in place to ensure that safety activities are carried out correctly and risks appropriately managed.

The three ministries involved developed new policies and regulations which all became part of the single implementation decree. The Ministry of the Environment developed a whole new decree with respect to the quality of the environment in order to be able to implement the land use planning demands in the directive, the Ministry of Social Affairs developed a whole new integrated holistic safety approach to be able to properly assess the management system in combination with the technical safety measures and the Ministry of the Interior developed new policy with respect to emergency planning.

Depending on the scope, the analyses may also need to pay attention to post-maintenance system safety. 

As written in the Definitions, the term socio-technical system pertains to the interrelatedness of the social and technical aspects of an organization. The term is commonly used in sociology, psychology, and human factors engineering. Quite probably, safety professionals will see a more frequent use of the term in their literature. It implies taking a holistic approach to operational risk management—emphasizing the importance of the whole and the interdependence of its parts.
