The Occupational Safety and Health Administration s regulation 29CFR1910.119 provides a regulatory framework for process safety management. This regulation applies to facilities handling a spedfied list of chemicals above indicated threshold quantities. 

The framework for data collection, as depicted in Figure 2.1, lays down the focus and scope of this study. The regulation of human pharmaceuticals, as addressed in this study, has four dimensions administrative elements, regulatory functions, technical elements and level of regulation. As well as capturing the various dimensions of dmg regulation, this framework allows for comparison of dmg regulation between countries. 

When investigating the entire regulatory framework of carbon capture and storage, it becomes quickly evident that the extent of legislation and regulation decreases drastically along the chain from capture to transport to storage. 

The European Community has developed a very comprehensive regulatory framework, which regulates the marketing and use of PPPs and their residues in food (EU 2006d,f). Essentially, PPPs are the pesticides, e.g., fungicides, herbicides, and insecticides, aimed at protecting plants. 

A regulatory framework for corrective action of waste releases from RCRA-regulated sites the program is similar to CERCLA, except that it is typically handled by states instead of the federal government (Martino and Kaszynski, 1991). 

Because mixed waste contains radionuclides and hazardous chemicals, it is subject to dual regulation under AEA and RCRA. Mixed waste generated in commercial activities is regulated under EPA or state RCRA requirements and NRC or comparable Agreement State requirements under AEA. Mixed waste generated by DOE is regulated by DOE under AEA and by EPA or a state under RCRA. This dual regulatory framework has created difficulties for mixed waste... 

This chapter aims to explain the development, current status and future of the standards and regulatory framework that now exist to bring confidence to the shopper s purchase of an organic product, and some of the challenges still ahead. We will concentrate on Europe, as it is furthest ahead in developing regulations and later comment on the position in other countries. Detailed aspects of the certification process are dealt with in Chapter 3. 

REACH has provided a structure in which a well-informed chemicals risk management can be developed. In particular, it creates a legislative and regulatory framework for all substances in which the procurement of data for making reasonably reliable risk assessment is possible. But on the other hand, as we have seen, it does not require the creation of such data for all substances for which it is needed. This should be no surprise. The deficiencies in the previous system of chemicals regulation were so large that it would be unrealistic to believe that they could be solved in one single reform. It is only to be expected that there should be scope for improvement. A discussion is needed that identifies the most important of the potential improvements of the system, and in this spirit we would like to propose three important issues for the further development of REACH.
