Accurate records are used for many purposes, including audits, performance measurement, program improvement, and resource allocation to critical operations. This information can also help utilities analyze their health, safety, and environment and make improvements where necessary.

Title V requires that all major sources (and certain minor sources) obtain an operating permit. Many pulp and paper mills are required to have a Title V permit, and may be required to submit information about emissions control devices and the general process at the facility in the permit application. Permits may limit pollutant emissions and impose monitoring record keeping and reporting requirements.

Readers should obtain laws, regulations, and standards important for their employers or clients to make sure they track the right information consistent with current rules and procedures. The discussion in this section provides examples in four areas. Most involve trailing metrics. 

This list goes on, not only for federal agencies, but also for state and local governments, insurance companies, and good safety management within individual companies. Record keeping and reporting are an essential part of safety activities. 

Locate a representative of a federal agency that requires safety record keeping and reporting. Have the representative discuss the effectiveness of their procedmes and the value of such records for the agency in attempting to meet the laws and regulations that require such records and reports. 

To comply with these guidelines, participating laboratories should satisfy the above-stated performance and proficiency recommendations, as well as the following internal QA/QC, record keeping, and reporting provisions.

The retrofill of a PCB filled transformer involves the replacement of the original PCB dielectric fluid with a substitute oil. The main advantage of retrofilling is that an owner s liability is minimized at minimum cost.
