Federal requirements

Spills and leaks should be cleaned up with alkano1 amine-compatible absorbents or sands. Local, state, and federal requirements should be followed for disposal. Incineration in an approved faciUty is suggested for final disposal. 

Based on the evidence that acceptable recycled petroleum products can be produced, there is a considerable legislative record encouraging the recycling of used oil. Starting with the Resource Conservation and Recovery Act in 1976 (20), used oil was held apart from the normal hazardous waste system because the oil was viewed as a valuable commodity. This was followed by the Used Oil Recycling Act in 1980 (33), which removed any federal requirement that lubricants containing re-refined base oil carry special labeling. 

The NRC has developed special procedures for the handling, transportation, and storage of nuclear fuel because radioactivity can be a health hazard if not properly shielded. Spent fuel is typically transported by rail or tmck in heavily shielded (Type B), sealed, thick metal shipping containers designed to withstand possible accidents, such as derailments or coHisions, which may occur during transport. The NRC certifies that each shipping container meets federal requirements. The U.S. Department of Transportation sets the rules for transportation. 

Anti-dumping is a federal requirement to prevent refiners from blending the good gasoline components in reformulated gasoline and the bad components in conventional gasoline.

Appropriate codes for new tank construction include ASME Section VIII Pressure Vessel Code, API 650 for Atmospheric Tanks, API 620 for Low-Pressure Storage Tanks. Appropriate codes for other aspects include ANSI/ASME B31.3 Code for Pressure Piping, the National Fire Protection Association Codes, Tubular Exchanger Manufacturers Association standards, property insurance guidelines, and any local or federal requirements. 

Compliance with Federal Statutes The fact that an article appears in the Food Chemicals Codex or its supplements does not exempt it from compliance with requirements of acts of Congress, with regulations and rulings issued by agencies of the United States Government under authority of these acts, or with requirements and regulations of governments in other countries that have adopted the Food Chemicals Codex. Revisions of the federal requirements that affect the Codex specifications will be included in Codex supplements as promptly as practicable. 

Zirconia sensors have been used primarily in the exhaust system of automobiles to control the air-to-fuel ratio for meeting the federal requirements on such noxious gases as carbon monoxide, methane and nitrogen oxides. The applicability of zirconia sensors for this particular application is based on the assumption that, under thermodynamic equilibrium, the partial pressure of oxygen in the exhaust gas depends primarily on the air-to-fuel ratio. To compensate for the fact that in reality equilibrium is not reached, catalytic platinum electrics are incorporated in the zirconia sensor design [Stevens, 1986]. In the zirconia sensor, the outside of the zirconia tube is exposed to the exhaust gas while the inside is exposed to the ambient air as a reference atmosphere. 

The OSH Act also encourages states to develop and operate their own safety and health plans. Approved under Section 18 (b) of the Act, these plans must adopt and enforce standards at least as effective as federal requirements.
