Procurement specification

The procurement specifications or the vendor s engineering catalog will provide all of the recommended horsepower ratings needed for an analysis. These recommendations assume normal operation and must be adjusted for the actual operating conditions in a specific application.

In addition to the standards of companies and groups, such as societies and associations, a large number of standards are issued by city, county, state, and federal government agencies. A great percentage of such standards are procurement specifications. 

Summary This chapter describes how to use materials standards in a procurement specification, the types and acceptability of product certifications, the roles of responsible parties in the supply chain, and how to develop accurate computerized descriptions. The design firm normally generates procurement specifications. Procurement specifications for the valves stipulate that vendor shall submit either detailed calculations and/or test data to demonstrate operability when subjected to seismic excitation. The decision to accept actual or prototype test data or analysis for operability assurance is made during the normal design and procurement process. The decision to test is based on (1) whether the component is amenable to analysis, (2) whether proven analytical methods are available, and (3) whether applicable prototype test data are available. If analysis or prototype test data are not sufficient, testing will be conducted to qualify the component or to verify the analytical technique. The valves shall be designed to have a first natural frequency which is greater than 33 Hz. This is shown by suitable test or analysis. 

All raw materials are subject to the QA/QC system prior to acceptance. Raw materials are controlled for their compliance with procurement specifications. The acceptance (proof) test is also used for electrical and mechanical components to demonstrate their seismic adequacy. It is typically performed by manufacturers to demonstrate compliance with procurement specifications and should not be used in the evaluation of seismic margins or the analysis of failure modes. Such testing is typically carried out by means of a shaking table. 

Each instrument performance characteristic that is important to the application should be identified in the procurement specification. Misapplication is another major cause of premature seal failure. Little attention is generally given to the selection of mechanical seals. Most plants rely on the vendor to provide a seal that is compatible with the application. Too often there is a serious breakdown in communications between the end user and the vendor on this subject. Either the procurement specification does not provide the vendor with appropriate information, or the vendor does not offer the option of custom ordering the seals. Regardless of the reason, mechanical seals are often improperly selected and used in inappropriate applications. 

It shall be ensured that items and services under procurement meet established requirements and perform as specified. Suppliers shall be evaluated and selected on the basis of specified criteria. Requirements for reporting deviations from procurement specifications shall be specified in the procurement documents. Evidence that purchased items and services meet procurement specifications shall be made available for verification before the items are used or the services are provided. 

Market surveys indicate that thin prismatic-sealed Ni-MH batteries are widely used in several applications, where portability, low-power consumption, compact packaging, and minimum room-temperature storage loss are the principal procurement specifications. The cathode of the Ni-MH battery produces a cobalt oxide (CoO), which has much higher conductivity than nickel oxide hydro oxide (NiOOH). The addition of yttrium oxide (YjOj) increases the utilization of the positive ions. Oj that evolves at the positive electrode on overcharge could oxidize the separator element. Therefore, a chemically stable separator material is needed to avoid the oxidation of the separator. The suffocated polypropylene is the most suitable separator material to avoid oxidation.

The DPSOLs and RD 3.1 implement the basic requirements of QA Manual, IQ, related to procurement for safety-related applications. 

As we shall see in Chapter 5, the PHA is used in support of the Preliminary Design Review (PDR) milestone to develop the requirements for new procurements while developing the statement of work or procurement specification for new hardware for the program. Completion of the PHA is required in support of the PDR to verify that the technical safety requirements have been incorporated into the preliminary design of the item for procurement. Hazards identified in the PHA will be updated in the System Hazard Analysis (SHA) and the Subsystem Hazard Analysis (SSHA) as the life cycle progresses.
