Standards also give definitions for the characteristics of a material or product, or they provide the means and methods to implement quality tests for them. The difference lies in their method of preparation, therefore, in their legal status. A standard is the result of a consensus between all parties concerned. These parties represent the manufacturers of the product or material, the consumers who are the industries or user services or, ultimately, consumer associations, as well as, finally, governments. [Pg.294]

Moreover, it is useful to distinguish between the standards prepared by the official standards organizations and the professional standards. The former s mission is to ensure that the conditions of the consensus of the widest assemblage of interested parties are followed. The professional standards are prepared by recognized professional organizations but limit the consensus to only the participating organizations. [Pg.294]

These specifications and characteristics are defined with references to standard test methods which the different parties to a contract should conduct for quality control. In the framework of the new approach third parties have a particular responsibility. Their task has become more difficult especially in cases where products are manufactured directly to the essential requirements. In that case competent interpretation and judgement needs to be applied in order to evaluate whether the required safety level is achieved or not. Not only safeguard clauses and their economic consequences should be avoided but also possible distortion of the market. An exchange of experience between bodies which are notified for a given directive is therefore normally organised with a view to ensuring its coherent application and to avoid such negative consequences. [Pg.939]

The principles referred to so far are common to all New Approach directives. Where conformity assessment involves intervention of third party, that task is normally carried out by the notified body.
