From 1985 three major changes have been introduced to do away with the disadvantages encountered with the old approach . In 1985 the European Council adopted a New Approach to technical harmonisation and standards , in 1989 it adopted the Global Approach to conformity assessment which was amended in 1993 and in 1987 the legal basis for... 

In adopting that New Approach, the European Council was aware that this decision had to be accompanied by a policy on assessment of conformity. The Global Approach to conformity assessment provides for procedures to prove compliance of a product with the essential requirements in New Approach directives.

As a consequence of this observation, the essential dynamics of the molecular process could as well be modelled by probabilities describing mean durations of stay within different conformations of the system. This idea is not new, cf. [10]. Even the phrase essential dynamics has already been coined in [2] it has been chosen for the reformulation of molecular motion in terms of its almost invariant degrees of freedom. Advocates of the global approach would argue that human activities are essentially goal-directed (the cognitive view expressed in Chapter 2), and that this cannot be captured by a simple decomposition of a task into its elements. In the light of what has been discussed, pursuing sustainability in agricultural systems appears as a still ill-defined but inescapable task, to be based as far as possible on a global approach to farming systems, harmoniously combining all the resources offered by science and technology.

In these conditions, one may ask whether a global approach, where instead of determining each of the l-TRDM s one would look for the groups of elementary correlation terms as explained below, would not be a more suitable way of simplifying the problem.
