Minimum criterion

As referred to above, most of the modules involve the intervention of a third party, the so-called notified bodies. These bodies are designated by Member States as being competent to carry out the certification tasks for which they are notified. As a precondition for their notification they must fulfil the minimum criteria which are set out in the relevant directives. These conditions vary from independence, impartiality and professional integrity, to technical competence, possession of or access to necessary facilities and to liability insurance. Once notified, the Commission publishes a list of all notified bodies in the Official Journal, It is worth noting that there is free competition between notified bodies and that manufacturers can make their own choice from all notified bodies notified within the European Union. 

If your requirements vary from project to project, subcontractors approved for one project may not be approved for others. If your procurement requirements do not vary from product to product, you may well be able to maintain an AVL. Most will meet your minimum criteria for doing business with your company but may not be capable of meeting specific product/service requirements. Others you will include simply because they do supply the type of product/service you require but their credibility is too low at present to warrant preferred status. Essentially, any molecule could potentially be used as a probe molecule. However, practically, a useful probe molecule should meet certain minimum criteria. Product profiles frequently tend to describe an ideal or almost ideal product, because this is much easier and less controversial to define. Random Reactivity Uncertainties Affecting Shutdown Margins Uncertainties in calculations, input data, measurements, fuel loadings, basic constants, etc., must be taken into account in any estimate of core reactivity and shutdown margin calculations to ensure that the minimum criteria are met.
