The costs of cleaning up hazardous waste, petroleum, and other contamination can be significant. Superfund sites commonly cost more than 30 million to remediate. The State of New York estimates that it would cost approximately 15— 20 million to excavate and dispose of wastes at a small industrial landfill, or approximately 3 million for the lower-cost alternative of capping [New York Department of Environmental Conservation (NYDEC) 2007]. Hooker Chemical and Plastics Corporation dumped an estimated 350 million lbs of hazardous chemical wastes in this trench between 1942 and 1953. After it was filled and covered, it was sold to the Niagara Falls Board of Education. Film samples were exposed to natural weathering conditions on an exposure rack constructed of wooden 2 X 4 s. The samples were mounted directly on a 2 X 4 facing south at an angle of 45° to the horizontal. A measure of the UV light received by the samples was originally obtained from New York State Department of Environmental Conservation (ENCON) reports, kindly supplied by Mr. William Delaware of ENCON. These reports included both total sun and sky radiation and UV radiation measured by Eppley radiometers (photometers). The ENCON monitoring station in Schenectady is within four miles of the exposure rack so no appreciable differences in light intensity should be expected. More recently, a UV radiometer has been mounted directly on the exposure rack to obtain more accurate measurements. [Pg.99]
