The costs of cleaning up hazardous waste, petroleum, and other contamination can be significant. Superfund sites commonly cost more than 30 million to remediate. The State of New York estimates that it would cost approximately 15— 20 million to excavate and dispose of wastes at a small industrial landfill, or approximately 3 million for the lower-cost alternative of capping [New York Department of Environmental Conservation (NYDEC) 2007]. Although costs are highly variable, it is clear that environmental cleanup is very expensive, and that like site assessments, cleanup will not happen without significant financial support. [Pg.340]

Hooker Chemical and Plastics Corporation dumped an estimated 350 million lbs of hazardous chemical wastes in this trench between 1942 and 1953. After it was filled and covered, it was sold to the Niagara Falls Board of Education. The scandal broke in 1977, after the New York Department of Environmental Conservation reported the extent of soil and groundwater contamination (Levine 1982). [Pg.349]

Department of Environmental Protection requirements when this method is implemented requires that the GPC cleanup step not be used even if some soil samples that arrive to the laboratory are indeed saturated with oil. On the other hand, if similar oil-laden soil samples were analyzed for the New York Department of Environmental Conservation, GPC cleanup is acceptable. What is an analyst to do ... [Pg.12]

We thank Katie Rovente, Becky Urban, Jeff Bohner and Elizabeth Brinck for their laboratory and field assistance. We also thank Aaron Sullivan for valuable comments on the manuscript. Funding for this study was provided by an NSF grant (IBN-0229523) to DMM. All experiments comply with the current laws of the United States of America, the Binghamton University Animal Care and Use Committee (lUCAC 513-02), and the New York Department of Environmental Conservation (LCP02-460). [Pg.362]

Film samples were exposed to natural weathering conditions on an exposure rack constructed of wooden 2 X 4 s. The samples were mounted directly on a 2 X 4 facing south at an angle of 45° to the horizontal. A measure of the UV light received by the samples was originally obtained from New York State Department of Environmental Conservation (ENCON) reports, kindly supplied by Mr. William Delaware of ENCON. These reports included both total sun and sky radiation and UV radiation measured by Eppley radiometers (photometers). The ENCON monitoring station in Schenectady is within four miles of the exposure rack so no appreciable differences in light intensity should be expected. More recently, a UV radiometer has been mounted directly on the exposure rack to obtain more accurate measurements. [Pg.99]

The author thanks the General Electric Research and Development Center for permission to publish this work and thanks Mr. S. T. Rice for many of the yellowness index and UV spectral measurements. Mr. William Delaware of the New York State Department of Environmental Conservation is also thanked for his data. [Pg.105]

The centers appeared to be doing the job for which they were designed, and by 1980 they had become an accepted way of dealing with chemical usage In an agricultural setting of diverse operations on 20-300 acre tracts. Eventually, the New York State Department of Environmental Conservation voiced several concerns regarding their operation ... [Pg.118]

Pesticides from the CCCs were shown not to have leached Into any of the available ground water sources. In addition, the soil core analyses Indicated that disposed chemicals had traveled less than 18 Inches from the leach lines In five years of operation. Within the defined time frame, the CCCs were confining the chemicals. A long-term follow-up survey. Including test wells, would be useful to determine if migrating pesticides eventually reach the water table. The absence of any Increased risk to applicators, or of any environmental drawbacks, as measured by soil arthropod populations, was established. Consequently, the New York State Department of Environmental Conservations has regarded these Installations as normal agricultural operations and not required further documentation. [Pg.123]

The dlchloromethane-soluble fraction of POM showed a consistent association with the sulfate factor. Previous summer studies (29, 30) have Indicated correlations between this fraction and ozone. As sulfate and ozone are strongly correlated during the summer months in the northeastern part of the U.S. (31), there may be a stronger association between DCM and ozone than DCM and sulfate. As of this date, the ozone data have been obtained from the New York State Department of Environmental Conservation but have not been entered into the computer files. [Pg.206]

The Niagara River has been a focus since 1987 as a major source of environmental contaminants. Both the U.S. and Canadian environmental agencies have made rigorous efforts to reduce pollution of toxic substances. Further, the EPA and New York State Department of Environmental Conservation identified 26 U.S. hazardous sites. The Niagara River Toxic Management Plan (NRTMP) has named several toxic chemicals, 10 of which are considered of major concern (Table 1-1). [Pg.3]
