Voting

At the European level, the national organizations from both the EU (European Union, formerly the EEC) and the EETA (European Free Trade Association) are grouped in the CEN (European Committee for Standardization) and its counterpart for the electrical industries CENELEC. The standards published by these two organizations have authority in all EU countries as well as the EFTA countries who have voted their approval, which means that these standards have replaced their corresponding national standards. 

The 5th Framework Programme must be more flexible, both in its research activities and in the decision-making process. The Commission proposes that a simplified decision-making procedure should apply to research policy, including the use of qualified majority voting rather than unanimity in the Council of Ministers.

Preferred stockholders are not normally allowed to vote for the board of direciors. They have the right to receive fixed amounts of dividends before common stockholders are paid any dividends. ISO EN 7730 standardizes the PMV-PPD index as the method for evaluation of moderate thermal environments. To quantify the degree of comfort, the PMV (predicted mean vote) index gives a value on a 7-point thermal sensation scale -t-3 hot, +2 warm, +1 slightly warm, 0 neutral, -I slightly cool, -2 cool, -3 cold. An equation in the standard calculates the PMV index based on the six factors (clothing, activity, air and mean radiant temperatures, air speed, and humidity). 

The PMV index predicts the mean value of the thermal preferences of a large group of people exposed to the same environment. But individual votes are scattered around this mean value, and it is useful to predict the number of people likely to feel uncomfortably warm or cool. The PPD (predicted percentage of dissatisfied) index establishes a quantitative prediction of the number of thermally dissatisfied people. The PPD predicts the percentage of a large group of people likely to feel too warm or cool, i.e., voting hot (-t-. , warm (4-2), cool (-2), or cold (-3) on the 7-point thermal sensation scale.

Protocol. In 1997, prior to President Clinton s acceptance of the Kyoto Protocol, U.S. Senate Resolution 98, the Byrd-Hcgcl resolution, which was passed by a vote of ninety-five to zero, imposes specific requirements that must be met before the Kyoto Protocol can be ratified. The resolution calls for a specific timeline and commitments by developing countries to reduce greenhouse gas emissions, and evidence that adoption of the Kyoto Protocol would not result in serious harm to the U.S. economy. In addition, the Fifth Conference of the Parties (1999) failed to resolve numerous outstanding issues held over from the previous conference, and put off critical decision making until the Sixth Conference of the Parties in The Ffague, Netherlands, in November 2000.
