Decision making procedure

The 5th Framework Programme must be more flexible, both in its research activities and in the decision-making process. The Commission proposes that a simplified decision-making procedure should apply to research policy, including the use of qualified majority voting rather than unanimity in the Council of Ministers. 

The value of this approach is that a running expert system is rapidly created, without forcing the expert to articulate a general problem-solving procedure. The prototype system is available for the iterative knowledge refinement process, which draws out more details of the decision-making procedure from the expert to gradually build a complete and tested exi>ert system. 

The pertinent part of the story thus lies between 1915 and 1940. In order to appreciate it, we must detail some aspects of Gomberg s discovery, know a deal about the Nobel committee for chemistry and its decision-making procedures as laid down by the statutes and by internal rules, and see how Gomberg s work was analyzed and judged in the light of this complex system of rules. In the process, we will also deal with a few other pioneers of radical chemistry and their relationship to the Nobel institution, namely W. Schlenk, F. Paneth and, briefly, M.S. Kharasch. 

The decision-making procedure may include detailed quantitative studies subject to legally specified development and scientific and public reviews, judgmental decisions by experts in council, or legislative determinations.

The multi-criteria assessment is based on the decision-making procedure reflecting combined effect of all criteria under consideration and is expressed in the form of General Index of Sustainability [8, 9, 10], Selected numbers of indicators are taken as measure of the criteria comprising specific information of the options under consideration. The procedure is aimed to express options property by the respective set of indicators. 

The decision-making procedure comprise several steps in order to obtain mathematical tool for the assessment of the rating among the options under consideration. In order to prepare respective data for the hydrogen systems assessment, Table 1 presents the data to be used in the analysis. 

Use of multi-criteria decision-making procedure requests a new method for evaluation of the potential options of energy systems. Its purpose is mainly oriented to the evaluation of options in order to investigate the effect of individual criteria on the priority list for decision-making process. In the evaluation procedure it is possible to investigate effects of mutual relation of the criteria on the finale priority list. This evaluation procedure could be imagined as the useful tool for the analysis of the individual criteria. 

The subsequent Commission s decision-making procedure is essentially the same as for the CP. But the decision is not only addressed to the applicant but also to the MS concerned in the referral, who are required to take actions, such as grant, suspend or withdraw a MA, as established in the decision within 30 days following its notification. The MS are also required to inform the Commission and the CHMP of the measures taken. 

Regulation (EC) 1882/2003 specifies the role of the Standing Committee on the Eood Chain and Animal Health (see T-3) in the simplified decision-making procedure set out by Directive 88/344/EEC. 

Unlike CLiP and VeDa, OntoCAPE is solely concerned with product data it does not attempt to describe documents and work processes. This paper presents the concept of decision-making procedures for assessing the sustainability with the use of universal Sustainability Classification System (SCS) for SMEs. In this paper, there is no imposed universal indicators system providing appropriate sustainable assessment for each SME. There is presented a guidance for classification of SMEs from the sustainability perspective which will be suitable regardless of approved indicators system. 

In the MOO (multiobjective optimization) method expected cost and robustness measure are simultaneously optimised. The robust model is based on the stochastic model (Eq. 10, with a = 0) having an additional objective of controlling the variability of performances of individual scenarios. The worst-case scenario is taken as the objective variable for the robustness measure and a decision-making procedure is applied to choose the best robust design alternative for the case study.
