A When we introduced ISO 9000 a few years ago we negotiated agreements with the relevant unions. These agreements anticipated that ISO 9000 would eventually be applied to all our management processes. However, as we have done throughout the implementation of ISO 9000, we will make sure union officials are fully informed on our proposals and the progress of the project. The trade union officials are the representatives of our most important stakeholder—our employees.

Stability of labor relations is an important criterion for location selection. The Japanese have negotiated singleunion plants and no-strike deals with trade unions to try to ensure such stability.

Trade union safeQ reps have the right to cany out inspections and investigate accidents. 

Labour will be needed for construction of the plant and its operation. Skilled construction workers will usually be brought in from outside the site area, but there should be an adequate pool of unskilled labour available locally and labour suitable for training to operate the plant. Skilled tradesmen will be needed for plant maintenance. Local trade union customs and restrictive practices will have to be considered when assessing the availability and suitability of the local labour for recruitment and training. 

In early March 2005 the European Trade Union Confederation held a conference highlighting the health benefits of REACH to workers.

Customer orientation and initial solution-free formulation of customers wishes, as an orientation for product development, appear to be promising approaches for innovations with regard to the application safety of chemicals-based products. However, the initiative for this is not mainly due to substance manufacturers, but rather to the chemicals users being close to the consumers. To what extent the commercial/industrial chemicals end-users (users of production auxiliary materials that are not included in the product) also transform the latent desire for application-safe products into effective demand behaviour, depends on other constellations of motives than those of private end-consumers. The employers liabihty insurance, chambers of commerce and industry, branch associations, trade unions and management boards of large-scale companies play a key role in making quality and competition effective as drivers for innovation here too. 

This will keep the topic of near misses high on everyone s mind and will continually improve the understanding of what a near miss is. This system works best when a dedicated scribe is in the meeting. Consider including trade union safety representatives. 

Other participants can be involved in a full time or in a limited consulting role depending on the nature of the incident, ft is important to include people who know what actually happens in the field—not just what is supposed to happen. The team selection should be able to withstand third party scrutiny such as that of employees, departments, union representatives, community groups, and legal.
