Teams selection

To be successful, a team selected from different groups within the project team should participate in the preparation and review of these plans. In addition, a schedule of the review and approval process for these plans needs to be established, accepted by all reviewers, and distributed before release of the first draft. Reviewers should meet an established schedule for review and submission of comments. A distinction between review and approval authority should be determined. The review process determines if all of the required elements are identified. This review can take considerable time, depending on the complexity of the project. The approval process is important when all comments are incorporated. The key responsible persons associated with the project should accept and approve the changes to the document. 

After the What-lf questions for a process step have been developed, the previously obtained Checklist is applied. Tlie team selects each Checklist item for accident potential and adds them to the What-lf list for evaluation. The checklist is reviewed for each area or step in the process.

Other participants can be involved in a full time or in a limited consulting role depending on the nature of the incident, ft is important to include people who know what actually happens in the field—not just what is supposed to happen. In all of these alternatives, the design team selects acceptable temperature levels and flow rates of the recirculating fluids. These are usually limited by the rates of reaction, and especially the need to avoid thermal runaway or catalyst deterioration, as well as the materials (rf construction and the temperature levels of the available cold process streams and utilities, such as cooling water. It is common to assign temperatures on the basis of these factors earily in process synthesis. However, as optimization strategies are perfected, temperature levels are varied within bounds.
